CONSULTANCY: Coping Study on tong-term Climate and Development Planning in Africa

REQUEST FOR PROPOSAL — CONSULTANCY FOR SCOPING STUDY ON LONG-TERM CLIMATE AND DEVELOPMENT PLANNING IN AFRICA

Overview:

World Resources Institute (WRI) is commissioning a short-term scoping study on opportunities to advance long-term strategies including through sectoral transformations and a just transition across Africa. The results of the study will inform WRI’s ongoing efforts to support countries and the region with targeted activities and capacity building that will lead to tangible results whereby near-term policy decisions are informed by long-term transformational climate and development objectives and support a just transition for all members of society.

 Purpose of Study:

The purpose of the study is to understand the landscape of long-term (mid-century) low-emission development planning in African countries and opportunities and challenges for integrated climate, development and just transition pathways.  The consultant will conduct in-depth qualitative analysis through desk review, surveys, and/or interviews, as appropriate, to capture the extent to which long-term (mid-century) climate change planning is taking place in African countries and also how this is being integrated into regular government plans and processes. 

The study should review and draw from existing analysis[1] and provide recommendations for further research, capacity-building opportunities, and challenges in key sectors that inhibit or impede climate-compatible long-term development planning.

Specific objectives include:

  • Identify which countries in Africa are preparing long-term low-emission development strategies under the Paris Agreement, including any details about lead entity, stakeholder engagement, status of development, and other aspects of the planning process
  • Prepare a landscape assessment of critical sectors and trends across Africa that could impede the achievement of long-term transformative climate objectives and just transitions, including but not limited to oil and gas, mining, urban development and agriculture, and also projects or new areas that would catalyze long-term climate planning, implementation and accountability
  • Identify key stakeholders including non-governmental organizations and development partners, and relevant governmental and non-governmental plans and projects that are actively working to integrated climate, development and investment plans including efforts to support just and equitable transitions as a result of transformative climate change policy
  • Identify opportunity areas and gaps in the landscape where countries require support, and where research partners, such as WRI, could be particularly impactful. The study should identify potential focus countries with high long-term mitigation potential, opportunities for building urban and rural resilience and addressing just transition challenges as well as opportunities for peer-to-peer exchange and south-south cooperation and learning

Deliverables:

  • Compilation of data sources and summary of research approach
  • Draft report outline
  • Final Study Report (10 – 20 pages)
  • A slide deck on the results of the final scoping study to be presented to WRI staff

Timeframe: The final study report is to be completed by Friday, November 19, 2021.

Application Requirements: Applicants should submit a CV and a brief proposal detailing: a) the objective and methodology to be applied, b) summary of qualifications and expertise and c) a budget.  A summary list of relevant resources and materials to be consulted is also encouraged. Application materials should be received no later than COB Friday, September 24, 2021. The final candidate will be selected based on best value. 

Technical Requirements: Applicants should have deep familiarity with the political and social context throughout Africa as well as expertise on climate change and development planning across Africa. Applicants should also have an understanding of long-term (mid-century) low emission development planning and related requirements under the United Nations Framework Convention on Climate Change (UNFCCC). Familiarity with other key themes including greenhouse gas emissions and removals, urban and rural resilience, and an equitable and just transition are highly encouraged.
