BACKGROUND:

The UNICEF Office for the Eastern Caribbean Area (ECA) covers 12 countries and overseas territories in the subregion, and has developed a new 2022-2026 Multi Country Programme aligned to the UN Multi-Sustainable Development Cooperation Framework. To support the operationalization of the new MCPD 2022-2026, UNICEF ECA will develop a new Resource Mobilization & Partnership Strategy 2022-2026, to proactively mobilize resources for children and ensure predictable and long-term funding to facilitate quality programming as well as build partnerships to leverage resources and advocate in the interests of children.  The UNICEF ECA seeks a qualified consultant to: (i) develop a Resource Mobilization & Partnerships Strategy for the new MCPD, (ii) and develop concept notes operationalizing the Resource Mobilisation Strategy for resource mobilization and leveraging.

PURPOSE/SCOPE OF ACTIVITY/ASSIGNMENT:

Goal and Objective:

  1. Under the general supervision of the Representative and in close coordination and consultation with the Deputy Representative and Heads of Sections, and the Business for Results (B4R) working group, the consultant will be responsible for the development of the Resource Mobilization and Partnership Strategy 2022-2026 for ECA, including sections on International Financial Institutions, as well as private sector.  The overall goal is to diversify and strengthen the donor base and increase strategic partnerships; and to equip the office with key related materials for partnerships and resources. The Strategy should also look at broader partnerships to leverage resources as well as partnerships for children, including through the engagement with the IFIs, private sector, as well as mobilizing domestic resources. 
  2. Provide details/reference to AWP areas covered: This links to the Activity: 0420/A0/05/883/002/003 (Support to MCPD Development), and is a key document in support of the operationalization of the new MCPD.
  3. Activities and Tasks:
    1. Undertake strategic mapping of donor, business, and Government interests, priorities and funding windows to inform targeting of resource mobilization efforts.
    2. Draft the Resource Mobilization and Partnership Strategy 2022-2026 for UNICEF ECA (following the review of key relevant documents, and discussions with programme staff);
    3. Develop an action plan (2-3 years) for engagement with potential partners, donors, businesses, in a sustainable partnership [to be included as annex in the Strategy];
    4. Develop 6 sectoral concept notes for resource mobilization based on the strategy (education, social protection, child protection, childhood obesity & nutrition, disaster risk reduction & climate engagement, youth & entrepreneurship). An action plan for each section with targets that outlines clear timelines for the action proposed and includes a modality for building the capacity of key staff in mobilizing and leveraging resources and developing and maintaining partnerships to ensure the achievement of fundraising targets [to be included as annexes in the Strategy]; Each Concept Note should have a Summary 1-2 pager.
    5. Develop a resource mobilization package which includes:
      1. Strategic project briefs, that pitch key iniatives that UNICEF ECA is working on, including Generation Unlimited & Yoma, Business and Community Resilience, Youth Engagement on Climate Action (and Gamification); Innovative solutions in ECA (U-Report/RapidPro).
      2. Case Statements for private sector that capture the need, solution, and call to action for potential private donors, and how they benefit from supporting.

The Resource Mobilization and Partnership Strategy should include, but not be limited to the following components:

  1. Context and overview
  2. The country programme 2022-2026 budget structure and proposed OR ceiling
  3. Resource mobilization analysis of the 2017-2021 period, including funded and unfunded priorities and lessons learnt from the resource mobilization efforts of the country programme.
  4. Analysis of partnership and resource mobilization environment [with a dedicated section for IFIs and domestic resource mobilization and another introductory part to the private sector engagement]
  5. Strategy for resource mobilization and partnerships to ensure results for children, including focus on domestic mobilization of resources, based on the budget briefs.
  6. Specific action plan for mobilizing and leveraging resources for priority areas
  7. VII. Annexes

 WORK RELATIONSHIPS:

The Consultant will report to the Representative and work closely with the Deputy Representative, Sections of Heads and Teams, Communication Specialist, and Partnership Specialists (from ECA and LACRO); and working groups (B4R).

  • Donor mapping that highlights areas of donor interests, priorities, and the calendar of calls for proposals. The Donor mapping should include an action plan/timeline for proposal development.
  • Resource Mobilization Package: including project briefs and case statements.

PAYMENT SCHEDULE:

Payment of professional fees will be based on submission of agreed deliverables which receive satisfactory quality review.  In general, individual contracts shall not allow for fee advances. However, a maximum of 30 per cent of the total contract value may be authorized by the Approving Authority in cases where advance purchases, for example for supplies or travel, may be necessary.

Payment will be made in 2 installments:

  1. 50% of the fee upon completion and approval by UNICEF of the 1st deliverable (Donor mapping; and Resource Mobilization and Partnership Strategy 2022-2026.)
  2. 50% of the total fee upon completion and approval by UNICEF of the 2nd deliverable (The Action Plan and 6 Concept Notes, as part of Annexes)

MINIMUM EXPERIENCE/QUALIFICATIONS:

  • Master’s degree in University degree in social sciences (communication, media, journalism), public relations, or business administration, finance, economics).
  • A minimum 8 years of proven work experience in resource mobilization, partnerships management, donor proposals writing and funding strategy development.
  • In depth understanding and experience in development data analysis and interpretation
  • Ability to lead formulation of strategies and their implementation.
  • Understanding of the Caribbean context and donor landscape.
  • Demonstrated experience in coordination and strong writing skills.
  • Prior experience and/or knowledge of UNICEF Country Programme will be an added advantage.
  • Proficiency in English (written and oral)

 ADMINISTRATIVE MATTERS:

This is a remote assignment and the Consultant is expected to work with his/her own laptop.

The Consultant will report to the Representative and work closely with the Deputy Representative, Sections of Heads and Teams, Communication Specialist, the B4R working group and Partnership Specialists (from ECA and LACRO).

Regular progress updates will be agreed and provided at the start of the assignment, and will include a mix of brief bullet point updates; and meetings. Ad hoc meetings will be scheduled and prioritized as required. Meetings will monitor work plan milestone dates – to ensure appropriate time is allocated for feedback to and from the documents.

CONDITIONS OF SERVICE:

Before commencing work, a consultant or individual contractor shall submit a statement of good health and take full responsibility for the accuracy of that statement, including confirmation that he or she has been informed of the inoculations required for the country or countries to which travel is authorized. Consultants and individual contractors shall assume all costs that may occur in relation to the statement of good health.  Consultants and individual contractors are required to certify that they are covered by medical/health insurance.

RECOURSE:

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

TITLE RIGHTS:

All materials created by the Contractor which bears a direct relation to, or is made in order to perform, this contract and any intellectual property rights thereof, including but not limited to patents, copyright and trademarks, shall be jointly owned by UNICEF and the Contractor. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights. Any third party usage shall require written permission from both parties.

Consultants and Individual contractors, even those working from home, must complete the following online courses prior to signature of contract.  All certificates should be presented as part of the contract:

Consultants and Individual Contractors must complete the following course before commencement of any travel on behalf of UNICEF. 

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.
