Without prejudice to Clause 2 of this Agreement, your duties include (but are not necessarily limited to) the following:

The Global Citizenship Manager’s primary role is to manage the successful implementation of GOAL’s Global Citizenship Strategy (GCS), under the guidance and leadership of the Director of External Affairs. The Global Citizenship Programme is a multi-annual, engagement programme, comprised of a) public engagement initiatives b) formal and non-formal development educational initiatives and c) advocacy initiatives that aim to strengthen stakeholders’ awareness of their role in creating a more sustainable and just world. The position holder will take the lead role in designing and developing programme activities in collaboration with the Director of External Affairs and then be responsible for ensuring that these activities are managed to successful outcomes.

Key responsibilities

  • Lead on the implementation of GOAL’s Global Citizenship Strategy (GCS) overseeing and collaborating in the implementation of a comprehensive range of initiatives aiming to strengthen the commitment of GOAL stakeholders to promoting a sustainable and just world. These initiatives include broad public engagement and events, Global Citizenship education in the formal and non-formal sectors and advocacy with policy and public opinion influencers.
  • Lead the GC team in delivering on key Irish Aid and organisational targets, ensuring compliance with key donor requirements. Working alongside other department representatives to manage and support donor application and reporting processes.
  • Support the GOAL’s Development Education Officers in ensuring that GOAL’s Global Citizenship Education methodologies are leading edge and providing the most effective interventions in the pursuit of programme objectives.
  • Support the Youth Engagement Officer in engaging young people with global citizenship education through GOAL’s annual Youth Programme and growing Youth Network.
  • Lead the Public Engagement programme and design and develop innovative concepts for events, awareness raising campaigns and outreach activities for GOAL’s Global Citizenship target audiences, including corporates, youth groups, students, and the public in Ireland and/or overseas to enable participants to engage with development and global justice issues at a local, national and international level.
  • Collaborate closely with the Communications Team and the Public Fundraising Team in the development of community-based public engagement initiatives to increase engagement of the general public in support of GOAL’s mission and impact. Play a lead role in building and developing relationships with external stakeholders to provide support in financial and non-financial forms, such as corporate, sector and institutional partners and funders.
  • Inform, influence, and advise on the development and implementation of an advocacy strategy to raise awareness of and support for GOAL’s mission and impact among policy influencers and to enhance support for bilateral cooperation generally, including research and production of effective and evidence-based briefing papers and presentations for use in various communications channels.
  • With the support of the MEAL department, implement a comprehensive programme of monitoring, evaluation, and reporting processes to provide all stakeholders with timely and appropriate updates, analysis, and insights from the GC team. Systematically link these processes to monitor the short- and long-term outcomes from all programme activities to track activity effectiveness, as well as to measure the activity inputs and outputs to assess activity efficiency.
  • Facilitate selected activities and deliver awareness-raising events as part of the overall GC team. This may include the facilitation of activities among and with GOAL Youth network members from GOAL programme countries.
  • Lead on project management of GC initiatives using key project management methods and templates to ensure the programme activities are delivered on time, within the scope and on budget e.g. develop, facilitate and manage the implementation of a project plan, identify and assess programme issues and risks, provide periodic status reports, and plan key meetings with both internal and external stakeholders.
  • Deliver presentations about GOAL’s GC programme to key internal and external stakeholders to promote awareness of and commitment to the programme, including representation at sector and network forums, events, and conferences, leveraging opportunities for partnership, growth, and greater impact for our GC programme.
  • Network and represent GOAL at relevant advocacy, public engagement, and global citizenship education/development education.

Essential

  • A relevant post-graduate degree qualification (e.g. International Development, Development Education, Social Science, Policy).
  • Proven leadership skills with at least 3 years of experience in leading a multi-disciplinary team.
  • Excellent programme management skills with at least 5 years proven experience in results-oriented project planning, managing, report writing, budgetary control and delivering results aligned to institutional donor requirements.
  • Excellent interpersonal, communication and presentation skills to build rapport and communicate complex messages in an accessible manner with colleagues, partners, donors, and other key stakeholders.
  • Ability to multi-task on a constant basis and ability to work under pressure, meeting deadlines in a fast-paced environment.
  • Proven experience in delivering programmes in the areas of Global Citizenship Education, Public Engagement and Policy & Advocacy.
  • Proven knowledge of the key issues in the development and global citizenship education sector and of the relevant international and national political context, systems, and processes.
  • Strong MS Office and programme management tools and procedures.

Desirable

  • English is the working language of GOAL. Competency in an additional language used in GOAL programmes is an advantage.
  • Proven experience in researching and producing influencing materials for varied audiences.
