Location: Expected to be based in Khartoum, Sudan for the extended period of time

Reporting to: Jointly to Finance Specialist, Procurement Services Center (PSC), UNICEF Supply Division (SD), Copenhagen, and Chief of Health, UNICEF Sudan

 

BACKGROUND:

UNICEF is currently looking for a consultant who will support in building the capacity of the Country Government in vaccine forecasting and budgeting.

 

DESCRIPTION OF ASSIGNMENT:

Under the joint supervision of the Finance Specialist, PSC, UNICEF SD, and Chief of Health, UNICEF Sudan and in coordination with FMoH, the consultant will:

• Review, and as appropriate, support revision of the forecast and consequent funding needs for the 2022-2027 procurement of vaccines and other vaccine-related commodities (including the Gavi co-financing obligations and the upcoming transition from Gavi support), including identification of the existing and possible sources of funding and the budget funding gap;
• Train the implicated health personnel on vaccine forecasting and budgeting;
• Map the Vaccine Procurement Budgeting Process to identify challenges in forecasting, quantification and costing of procurement needs (as well as develop budgeting templates and methodology if necessary), and cash flow timing issues, and propose solutions to address them;
• Support advocacy efforts for sufficient budget to fund vaccine procurement needs through development of key advocacy materials / messages.

DELIVERABLES:

– Review, and as appropriate, support revision of the forecast and consequent funding needs for the 2022-2027 procurement of vaccines and other vaccine-related commodities (including the Gavi co-financing obligations  and the upcoming transition from Gavi support), including identification of the existing and possible sources of funding and the budget funding gap (25% time allocation)

In close collaboration with UNICEF Country Office, the MoH, the MoF and UNICEF SD, the consultant will review, and as appropriate, support revision of the forecast and consequent funding needs for the 2022-2027 procurement of vaccines and other vaccine-related commodities (including the Gavi co-financing obligations  and the upcoming transition from Gavi support), including identification of the existing and possible sources of funding and the budget funding gap.

– Train the implicated health personnel on vaccine forecasting and budgeting (20% time allocation)

In close collaboration with UNICEF Country Office, the MoH, the MoF and UNICEF SD, the consultant will conduct trainings of the implicated health personnel on vaccine forecasting and budgeting. 

– Map the Vaccine Procurement Budgeting Process to identify challenges in forecasting, quantification and costing of procurement needs (as well as develop budgeting templates and methodology if necessary), and cash flow timing issues, and propose solutions to address them (35% time allocation)

In close collaboration with UNICEF Country Office, the MoH, the MoF and UNICEF SD, the consultant will map the Vaccine Procurement Budgeting Process to identify challenges in forecasting, quantification and costing of procurement needs (as well as develop budgeting templates and methodology if necessary), and cash flow timing issues, and propose solutions to address them. 

– Support advocacy efforts for sufficient budget to fund vaccine procurement needs through development of key advocacy materials / messages (10% time allocation)

In close collaboration with UNICEF Country Office, the MoH, the MoF and UNICEF SD, the consultant will support advocacy efforts for sufficient budget to fund vaccine procurement needs including through various meetings with the high-level Governmental Representatives and development of key advocacy materials / messages. 

-Final reporting (10% time allocation)

The consultant will prepare the final consultancy report which will include:

1. the overview of funding needs for 2022-2027 procurement (including the increasing Gavi co-financing obligations due to the upcoming future transition from Gavi support), including information on the existing and possible sources of funding and the budget funding gap, as well as recommendations for addressing the budget gap;
2. summary notes from the health personnel training as well as advocacy efforts supported;
3. a detailed mapping of the Vaccine Procurement Budgeting Process including identified challenges and proposed solutions to address as well as (if required) the developed budgeting template with accompanying methodology / user manual.

 

QUALIFICATION REQUIREMENTS:

Education: Master’s Degree in Business, Public Health, Development or Public Finance, (Health) Economics / or in another relevant discipline for health / supply financing

Work Experience: Minimum seven years professional relevant work experience in health fiscal space analysis, health / immunization financing, setting up financial solutions for health (including trust funds etc).

Language:

Good working knowledge of English and Arabic (written and spoken) is required.

 

EVALUATION PROCESS:

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. UNICEF considers best value for money as a criteria for evaluating potential candidates.  As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
