IMPORTANT INFORMATION

Overview

The position is assigned in the Security and Emergency Services Unit (CSRS-SE) within the Organizational Resilience and Security Division (CSRS). CSRS is under the Corporate Services Department (CSD).

CSD manages the building, office space facilities, and delivers over 70 diverse services essential for ADB’s operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Director General (DG) and supported by Division Directors who manage the respective business units.

CSRS-SE develops and maintains appropriate security and safety policies and programs for the protection of all ADB personnel, facilities and assets, including ADB’s official guests and visitors at ADB headquarters (HQs); facilitates a system-based response in the event of emergencies and extends external emergency assistance to mission travelers, expatriate staff members and dependents; and advises ADB Management on security related issues throught ADB’s areas of operations.

Job Purpose
The Security and Emergency Services Specialist will contribute to the strengthening and implementation of the necessary security and safety policies, programs and arrangements for the protection of ADB personnel, facilities and assets, including ADB official guests and visitors. The position will (i) embed the Enhanced Access Control Project into normal day-to-day Headquarters operations and become a champion in assisting the Field Security Team with the rollout of the new access control system to Field Offices; (ii) provide advice and responses to emergency security threat situations and extend assistance to ADB staff and dependents with a primary focus on ADB’s Headquarters, ADB personnel resident in Metro Manila, VIP Close Protection, and ADB Annual Meetings; and (iii) work within general policies, principles and goals, working directly with clients. The incumbent will report to the Director, CSRS and supervise National Staff and Administrative Staff.

Responsibilities

  • Monitor and analyze the security and political situation in the Philippines, where the Headquarters (HQ) of the ADB is situated.
  • Develop, institute, and manage appropriate safety and security policies and programs for the ADB HQ.
  • Provide timely and appropriate advice and responses to emergency security threat situations.
  • Lead the continuing review of emergency responses and contingency planning to enable operations to continue at HQ if affected by natural disasters, civil disorder, conflict and/or terrorist issues.
  • Refine the Enhanced Access Control Project so that it becomes a normal day-to-day Headquarters operation.
  • Assist the Field Security Team with the rollout of the new access control system to Field Offices.
  • Disseminate appropriate and timely security and safety related information and advisories to staff and dependents.
  • Liaise with senior personnel and officials of security agencies of the host government, United Nations (UN), and other international organizations, embassies, as well as private security consultants and experts.
  • Provide oversight of ADBs protective services for VIPs.
  • Lead security support for ADBs Annual Meeting.
  • When required, represent ADB within international security networks.
  • Contribute to the implementation of the program to continuously improve the physical security and efficiency of the ADB HQ.
  • Provide leadership and support to reporting staff and supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.
  • Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Master’s degree, or equivalent in Public or Business Administration, Security Management, Political Science, International Law or security related fields. University degree in Public or Business Administration, Political Science, International Law or related fields with specialized security related experience in similar organization/s, may be considered in lieu of a Master’s degree.
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of progressively responsible experience in handling corporate security, disaster or emergency management, and liaison with government security services in a corporation, government organization, or international institution.
  • Experience and exposure to the international security and government relations arenas and dealing with security and government relations related issues.
  • Solid understanding of international security structures and practices, in particular, a good understanding of the UN and other international organization security structures would be highly preferred.
  • International experience of managing security operations in several countries.
  • Thorough understanding of the physical, technical and operational security best practices in the public and private sectors.
  • Good understanding of political systems/government administration.
  • Excellent interpersonal skills to liaise effectively with staff, ADB management, senior government officials and counterparts from other local and international organizations.
  • Cultural sensitivity and ability to develop consensus within a multicultural organizational work environment of diverse operational activities.
  • Emotional maturity to understand the impact and sensitivity of security and safety issues.
  • Excellent written and verbal communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
