Project Summary:

The Jordan Public Accountability and Justice Strengthening Activity is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Senior Monitoring, Evaluation & Learning (MEL) Manager will ensure ongoing monitoring of results achieved, analysis of impacts, and lessons learned. They will be responsible for ensuring that team leadership is well-informed to make data-driven, evidence-based decisions on programming and policy. They will work closely with the IT Team Leader as part of the IT and Specialized Support Team. This position reports to the Deputy Chief of Party (DCOP).

Responsibilities:

  • Provide the overall technical direction to the project’s team on monitoring methodology and data analysis.
  • Employ a Collaboration, Learning, and Adaptation (CLA) approach to data analysis with a focus on lessons learned and presenting information to both internal and external audiences.
  • Design a flexible monitoring plan based on client needs and a dynamically changing environment
  • Design, pilot, and revise data collection tools based on client and field needs.
  • Help design and train third party enumerators on proper data collection procedures, Do No Harm principals, and the specifics of the projects they are monitoring.
  • Help manage the technical and administrative aspects of the TPM subcontractors.
  • Coordinate with Implementing Partners to ensure comprehensive and accurate monitoring of their project implementation.
  • Assist the Chief of Party on managing program resources, technical implementation, and completion of workplan activities and program deliverables.
  • Prepare the project M&E reports (Monthly, Quarterly and Annual).
  • Periodic travel to provinces.
  • Conduct quantitative and qualitative field research as needed.
  • Conduct technical reviews of Activity MEL Plans (AMELPs) of USAID’s implementing partners which includes review of Theory of Change, Results Frameworks, Performance Indicator Reference Sheets (PIRS) etc.
  • Design, support, and lead Data Quality Assessments (DQAs) to ensure the reliability and validity of performance data.
  • Collect, analyze, and report data against CLE MEL indicators as assigned by the Senior MEL Specialist.
  • Lead and participate in CLA activities to ensure TPM, evaluation, and assessment data and information contributes to learning and adapting.
  • Other duties, as necessary and assigned by the Deputy Chief of Party.

Qualifications:

  • Bachelor’s degree required, Master’s degree in social sciences, economics, or international development preferred.
  • At minimum ten years of experience in applied data collection, including seven years on donor-funded projects.
  • Demonstrated knowledge of CLA approach.
  • Experience with third party monitoring preferred.
  • Experience working with USAID programs (in Jordan or elsewhere) required.
  • Familiarity with development programming in Jordan.
  • Proficiency in written and oral English and fluency in written and oral Arabic required.
