SUMMARY

The World Health Organization (WHO) Consultant will serve as a senior advisor and expert consultant on a host of health-related issues in the United Nations (UN) system and will function as a primary departmental resource on policies and strategies toward the WHO.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides expert advice on the development and implementation of United States Government (USG) policy with respect to international health issues within the UN system. Recommends policies and strategies to be applied by USG representatives – either in Washington or in the field – in relation to conduct of work by the WHO.
  • Advises on implementation of the IO Bureau’s oversight and coordination of USG participation in the WHO World Health Assembly and Executive Board meetings and efforts to reform the WHO.
  • Contributes, maintains and applies expertise on the organizational and managerial structures of the WHO, its budgets, programs, constitutional mandates, committees, meetings, elections, and staffing, as well as on any political issues that may arise in the course of its work.
  • Provides senior officials within the IO Bureau and the State Department, in writing and through oral briefings, with clear and expert advice on the handling of issues within this portfolio, e.g., planning to advance U.S. interests in the WHO, proving advice on politically sensitive problems at the WHO.
  • Advises the IO Bureau on liaising with other bureaus and offices in the Department of State concerned with the World Health Assembly, WHO Executive Board, and WHO reform, as well as with other USG agencies, including the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), the United States Agency for International Development (USAID), the Food and Drug Administration (FDA), and other agencies that have a strong and active interest in the WHO.
  • Serves as a primary channel of communication between the IO Bureau and the U.S. mission in Geneva on all issues related to the World Health Assembly, WHO Executive Board, and WHO reform.
  • Attend and advise the IO Bureau Representative at international meetings, including the Executive Board and World Health Assembly of the WHO and its budgetary and administrative subsidiary bodies.
  • Provides expert advice assist IO Bureau Representative on negotiations with delegates from other nations – on health, political, budget and administrative issues.
  • Analyzes and evaluates problems and responds to complex technical issues related to the World Health Assembly, WHO Executive Board, and WHO reform, develops options and solutions, and drafts analytical briefing papers, talking points, decision memoranda, and telegrams, as appropriate to each issue.
  • Develops, writes and secures needed approval on instructions for intergovernmental meetings, clearing these with appropriate key officials throughout the USG.
  • Backstops the U.S. missions and embassies that are concerned with the World Health Assembly, WHO Executive Board, and WHO reform, supporting their efforts to carry out USG goals, and advising them of IO Bureau and Department-wide policies and priorities.
  • Duties may include special projects or studies related to the World Health Assembly, WHO Executive Board, and WHO reform that cut across the Bureau.

SUPERVISORY/MANAGEMENT AUTHORITY

Contractor will be a senior advisor and consultant with no supervisory authority.

EDUCATION AND EXPERIENCE

  • Master’s Degree in public policy, international relations, international health or related fields
  • 12+ years of experience with international health issues and agencies
  • 5 years in leadership roles

KNOWLEDGE, SKILLS AND ABILITIES

  • An active Top Secret Clearance which can be verified in DISS, is required.
  • Expert knowledge of substantive global health issues and the work carried out by the WHO other parts of the UN system concerning health-related issues, including the governance, program, management, and political dynamics affecting these UN agencies, other relevant bodies in the UN system, and other international health agencies to provide authoritative advice, guidance and leadership on a host of health issues in the UN system and within international health agencies.
  • Broad knowledge of multilateral diplomacy and international health issues to assist high-level USG policymakers considering policy proposals in the Executive decision-making process.
  • Mastery of the UN organizational system, including methods of operation, structures and governing bodies to compare operational activities and implement best practices and urge other WHO administrators to do so as well.
  • Expert knowledge of IO Bureau policy toward the UN system, in particular the political, budgetary, administrative and reform-related goals of the IO Bureau.
  • Expert knowledge of the policies and rules governing the conduct of international meetings, including the procedures of international conferences and related bodies, to ensure effective representation and achievement of USG policy goals.
  • In-depth knowledge of the interests in the UN system agencies held by other offices of the IO Bureau, by other bureaus of the Department of State and the Legal Advisor, and by other agencies of the USG, particularly HHS, CDC and FDA.
  • Knowledge of and skill in drafting and editing documents clearly and constructively to gain acceptance, confidence, and cooperation from senior USG officials, coworkers, staff of other USG agencies, officials of UN agencies, and representatives of other governments.
  • Ability to draft and edit materials well, in order to gain acceptance, confidence, and cooperation from senior USG officials, coworkers, staff of other USG agencies, officials of UN agencies, and representatives of other governments.
  • Well-developed interpersonal skills in order to establish effective working relationships, meet and deal with others, speak effectively in public, in sessions with representatives of many other nationalities, as well as in private meetings, exercising tact, persuasion and other diplomatic skills to underlying causes of problem and gain acceptance of solutions to problems. Ability to negotiate effectively with delegates of other nations is essential to accomplishment of USG goals.
  • Ability to successfully pass a drug screen and a background investigation prior to employment
