Regional Design, Monitoring, Evaluation and Learning (DMEL) Lead III Asia-Pacific Region

The National Democratic Institute for International Affairs (NDI) seeks a Design, Monitoring, Evaluation and Learning (DMEL) Manager to support its Asia-Pacific team. The specialist will work with Asia-Pacific regional leadership to develop, implement and lead a regionwide, coordinated approach to DMEL. This includes regionwide guidance, capacity-building, and training in line with NDI’s institutional DMEL agenda and donor requirements. This position, based in NDI’s headquarters in Washington D.C., is available immediately.

 ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide leadership, vision, and strategy on DMEL activities and generate high levels of integration and collaboration within the Asia-Pacific region
  • Develop regional DMEL plans that include concrete steps to operationalize learning agendas and collaboration, learning, and adaptation (CLA) approaches
  • Establish systems to implement regional DMEL practice
  • Guide the Asia-Pacific region’s headquarters and country-based teams, including resident monitoring and evaluation (M&E) officers in the country, in identifying, developing, and utilizing performance monitoring tools and systems to strengthen program management and donor reporting
  • Serve as mentor/coach for country-based and regional M&E staff
  • Facilitate step-down training with regional DMEL staff and professionals and guide staff in training local partners in key areas including data collection systems and instruments, data analysis, data quality assurance, data aggregation, and adherence to ethical standards in data management
  • Conduct and facilitate program design sessions, and ensure that the design process includes sound monitoring, evaluation, and learning plans and that program design meets donor requirements. 
  • Ensure best practices are implemented at each stage of the project cycle:
    • Project Design: Ensure that the regional team’s intervention design process includes sound monitoring, evaluation,, and learning plans; conduct design sessions.
    • Project Start-up: Ensure that the regional team’s programs establish baseline measurements, and sound project monitoring and reporting systems overseas
    • Project Management: Ensure the regional teams’ ongoing collection, analysis, and utilization of quality program data for decision-making, donor reporting, and periodic collaboration learning and adaptation (CLA)
    • Project Evaluation: Ensure that the regional team procures midterm (MTE) and final evaluations that adhere to institutional and sector standards, and donor requirements.
  • Conduct program baseline assessments as needed.
  • Work with the Asia-Pacific and Program Coordination teams to meet donor requirements in performance monitoring and reporting
  • Work with the Asia-Pacific team to respond to donor evaluations and data quality assessments
  • Coordinate with the Asia-Pacific and Program Development teams in meeting donor requirements for competitive proposals
  • Support Asia-Pacific Team members in recruiting qualified M&E staff and managing contracts with M&E consultants
  • Engage with external stakeholders and donors and negotiate on behalf of NDI for evaluation consultants and contractors

EDUCATION AND/OR EXPERIENCE:

  • Master’s degree required. Undergraduate degree in a field of study related to international development or monitoring and evaluation methods; graduate degree in evaluation, social or behavioral science, public policy or related field preferred
  • Advanced knowledge of M&E. At least five years of experience implementing M&E in the DRG sector, including providing capacity-building training to M&E and/or program staff, utilizing and synthesizing qualitative and quantitative data for cross-cutting analyses, ability to manage and/or work with regional management to operationalize a more comprehensive approach to regionwide MEL. 
  • Experience establishing multiprogram M&E systems, preferably within an international NGO. 

REQUIRED SKILLS AND ABILITIES:

  • Seven (7) years of relevant work experience 
  • Experience in results-oriented program design, strategic planning, and program evaluation
  • Experience in designing and conducting baseline assessments 
  • Experience in facilitating content and context experts in the use of the LFA for  program design including frontend analyses that include political economy analysis (PEA) and “do no harm” principles
  • Experience with designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources 
  • Demonstrated capacity to work independently and as a member of a team
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, donor organizations and NDI partners
  • Superior oral and written communication skills
  • Experience in creating and/or maintaining data management and retrieval systems;
  • Demonstrated ability to train non-M&E staff in monitoring and evaluation procedures;
  • Experience in designing, supporting, and managing baseline, mid-term and final
  • Excellent oral and written communications skills to present information and respond to questions 
  • Experience living and working in an international setting preferred
  • Exceptional analytical skills for interpreting complex program issues
  • Experience in supporting US-funded international development programs (USAID, US State Department, NED) and other international donors
  • Superior knowledge of word processing and spreadsheet applications
  • Experience with Google Apps (Gmail, Calendar, and Google Drive), interviews, focus groups, and research from secondary sources
  • Ability and willingness to travel to regional locations (when such travel becomes feasible), which are often remote and difficult to reach

Comments: 

As a result of COVID19, this position will start in a remote capacity. However, when the office re-opens, this position will be based in our Washington, DC office and the expectation is that you would be based locally to fulfill this obligation.
