Latin America and Caribbean Regional Technical Advisor

Program Summary: For 25 years, ABA ROLI has partnered with national governments and local organizations in nearly 100 countries to find sustainable solutions that promotes justice, economic opportunity, and human dignity through the rule of law. ABA ROLI emphasizes a collaborative approach that responds to local needs, empowering its actors and prioritizing sustainable solutions to urgent rule of law challenges.

Consultancy Summary: ABA ROLI is seeking a part-time Latin America and Caribbean Regional Technical Advisor consultant to provide technical assistance to USG-funded projects in, but not limited to, Mexico, Panama, Colombia, Peru, and Barbados. The ideal candidate will be based in the region and have substantive and practical experience in the implementation of initiatives related to rule of law in the region. The Regional Technical Advisor will be responsible for conducting research for new proposals, overseeing program implementation (primarily in Panama), and providing technical assistance on an as-needed basis in several countries and regional projects across the LAC Region and may supervise local and international consultants related to the effort, in coordination with colleagues in DC. The initial engagement will be for 1 year (January – December 2021) on a part-time basis, with the possibility of expanding to a full-time basis contingent upon funding.

Primary Responsibilities:

The consultant will be primarily responsible for the following:

· Provide substantive input and strategic leadership to the program across the region.

· Oversee provision of logistical support to US and regional university-led research.

· Oversee implementation of country-specific initiatives to support economic stakeholders to recruit, retain and promote women in the formal sector.

· Supervise and mentor local staff and international consultants on the project.

· Develop and follow project workplans to accomplish project goals and objectives, identifies shortcomings in performance and implements corrective action plans to improve performance against project goals and objectives.

· Oversee monitoring and evaluation activities in coordination with the M&E officers across the region.

· Establish and enhance effective collaboration and relationships with local entities and other partners.

· Manage field portion of project budget to fulfill program objectives within cost constraints.

· Ensures compliance with donor and ABA rules and regulations, as well as with local law, while managing the programs.

· Performs other related duties as required.

Compensation: Commensurate upon experience.

Qualifications:

  • PhD or J.D. or equivalent professional legal qualification (i.e. qualified to practice at the Bar)

  • 12 years practicing experience as an Attorney-at-Law.

  • Demonstrated experience in technical research and proposal development for USG-funded projects.

  • Experience managing USG-funded projects across the LAC region.

  • 10+ years working in the Latin American and/or Caribbean Region (namely El Salvador, Panama, Guatemala, and Costa Rica)**

  • Based in the LAC region. **

  • Fluency in English and Spanish.

  • Commitment to rule of law.
