Position title: Pakistan communication strategy on carbon pricing- Collaborative Instruments for Ambitious Climate Action (CI-ACA)

Responsible to: Under the direct supervision of the UNFCCC secretariat (at Bonn HQ and RCC Bangkok)

Salary: lump sum to be paid upon delivery of outputs according to schedule.

Contract: The work will initially be of a 20 weeks

Place of work: The consultant/firm shall be based at their place of residence and work remotely in close collaboration with the UNFCCC teams in Bonn and in the RCC Bangkok and the team in Pakistan.

1. About IGES, IGES Regional Centre, and UNFCCC-IGES Regional Collaboration Center

Established in 1998, the Institute for Global Environmental Strategies (IGES) is an independent, non-profit environmental policy think-tank, headquartered in Japan. IGES aims to achieve a new paradigm for civilization, conduct innovative policy development and strategic research for environmental measures, and reflect research results into political decisions for realising sustainable development both in the Asia-Pacific region and globally.

IGES Regional Centre in Bangkok, Thailand (BRC) works on critical environmental and sustainable development issues and is IGES’ main arm for collaborating with local and international partners in Asia and the Pacific. BRC works closely with partners and governments to deliver real change on the ground by facilitating dialogue, conducting research and sharing replicable practices that are useful for policymakers. BRC’s activities focus on four key areas: climate change adaptation; climate change mitigation; environmental safeguards; and local and city initiatives.

In September 2015, IGES and the UN Climate Change secretariat jointly launched a Regional Collaboration Center (RCC) for Asia and the Pacific. The RCC, hosted by IGES Regional Center, is dedicated to the objectives of the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Paris Climate Change Agreement. It helps channel local, regional and global resources into climate action, to facilitate the implementation of countries’ Nationally Determined Contributions (NDCs) to the Paris Agreement, National Adaptation Plans, roadmaps for implementation of the 2030 Agenda for Sustainable Development, and other relevant policies and strategies of countries in the region. 2. Background

When launched in 2016 during COP22 in Marrakesh, the Collaborative Instruments for Ambitious Climate Action (from now on CI-ACA) project came as response to the growing need by parties for support to achieve their National Determined Contributions (NDCs) under the Paris Agreement through the adoption of domestic and collaborative carbon pricing instruments. Two years later, the implementation of the work has successfully exceeded expectations with 19 jurisdictions engaged, four jurisdictions supported at the domestic level, support raised across regions and an ever-increased relevance of the topic of carbon pricing and collaborative action. In Asia, the CI-ACA project supported the consideration of carbon pricing in Pakistan and assessed the MRV foundation for a potential regional carbon market at the level of ASEAN. Further needs for support have already been identified.

In its second phase, Ci-ACA aims to consolidate the basis laid in its first phase; strengthen the synergies for regional collaboration; expand its approach to new countries globally.

3. Objectives / Purpose of the Assignment

Carbon pricing instruments can help guide economies towards a sustainable low carbon future and, therefore, support the achievement of NDC targets. However, such economic instruments for climate action do not exist in isolation, but are part of a much wider context which includes among others the international climate regime, domestic climate action and policies, and other national circumstances.

Recognizing that an effective carbon pricing instrument should be rooted in the national context, be aligned with national priorities, and take into account the views of key national stakeholders, from both the public and private sectors, the Ministry of Climate Change, Pakistan has expressed interest in continuous support through the CI-ACA initiative, on the design of carbon pricing instruments for the country.

The objective of the assignment is to develop a communication strategy aimed at increased awareness and knowledge on carbon pricing in Pakistan while helping build the support needed for the adoption of such a policy in the country. This will include preparation of a workplan to engage stakeholders and detailed work plan including budget to take it further.

4. Duties and responsibilities

Following tasks will be carried out that will feed into development of communication strategy:

• Identify the main objectives of the communication strategy in consultation with key stakeholders;

• Develop a road map for communications strategy for the carbon pricing program to enhance the awareness, understanding, and knowledge of key stakeholders in the government, private sector, civil society, etc. at the regional, national and local levels. Engage effectively with stakeholders, change behavior and perceptions where necessary, and help achieve overall objectives;

• Identification of target audiences (i.e. relevant line ministries, local government, private sector, corporate etc.);

• Conduct a preliminary stakeholder mapping exercise with the support of national consultant i.e., identification of the communication objective for each targeted audience and communication products and activities like interviews tailored to each audience;

• Carry out the communication activities like interviews as required;

• Develop a phase-wise approach with detailed budget breakdown to take the activity forward.

5. Qualifications

The consultants/firm shall have the following competencies and qualifications:

· Advanced educational qualifications in a relevant field (environmental economics, public policy, or any relevant discipline) along with relevance of experience,)

· At least 6 years of professional experience in climate change, particularly at institutional and policy level; including 1 or preferably 2 years of concrete experience in designing and/or analysing carbon pricing communications strategies

· Familiarity with the following subtopics related to carbon pricing is desirable: scope and coverage, oversight and institutional arrangements, flexibility provision, setting of cap/price, allocation or management of price impact, linking and Article 6 of the Paris Agreement.

· Strong technical expertise in market and pricing mechanisms and development of communication strategies;

· Knowledge of international developments in the field of carbon pricing.

· Experience in climate policy, including working with government and non-government stakeholders

· Demonstrated knowledge of latest developments in the field of carbon pricing.

· Working experience in the region, and preferred experience of working in Asian counties

· Desired skills: Report writing, research and analysis, presentation, consulting and advisory.

· Language skills: Proficiency in written and spoken English is essential.
