The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordinator’s Office (RCO) in Port Moresby, Papua New Guinea and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Responsibilities
- Participates in the development, implementation and evaluation of assigned programmes/projects, with a focus on the UN Country Fund for Papua New Guinea.
- Advises the RC as co-chair of the UN Country Fund’s Steering Committee (SC) on strategic priorities, programmatic and financial allocations (based on the inputs of inter-agency working groups, if applicable).
- Provides logistical and operational support to the SC, including recording minutes and ensuring they are made available to all stakeholders.
- Organizes calls for proposals and appraisal processes.
- Ensures the monitoring of the operational risks and Fund performance.
- Consolidates annual and final narrative reports provided by the Participating Organizations (Pos) and share with the SC for review as well as with the Administrative Agent (AA) for preparation of consolidated narrative and financial reports,
- Facilitates collaboration and communication between POs to ensure programmes are implemented effectively.
- Liaises with the AA on fund administration business processes, including funds transfer requests and project or Fund extensions and project or Fund closure.
- Reviews / coordinate technical review and clear proposals prior to submission to the SC, so that a focus on gender equality and women’s rights is integrated into the projects and specifically at least 15% or more of resources are allocated to programmes where gender equality is a principal objective. Ensure the Fund’s projects have a gender marker.
- Submits final project reports to the AA for operational closure.
- Monitors and analyzes financial closure, ensuring that projects are operationally closed within 18 months from their operational closure.
- Actively supports the RC and the SC in resource mobilization for the Fund.
- Supports the conceptualization and implementation of communication and visibility activities of the Fund.
- Undertakes outreach activities; makes presentations on assigned topics/activities.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Organizes High-level Strategic Dialogues, prepares agenda and background documents, including minutes of the meeting.
- Liaises with UN agencies receiving parallel funding from donors to prepare consolidated mid-year and annual progress updates to the Strategic Dialogue Forum.
- In collaboration with UN agencies and the UN Communications Group, conceptualizes and implements communication and visibility activities of results achieved.
Education
- Advanced university degree (Master’s degree or equivalent) in one of the following: finance, environment, sustainable development, social sciences or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programmes in data analytics, business analytics or data science programmes is desirable.
Work Experience
- A minimum of five (5) years of progressively responsible work experience in the area of partnership development, programme management, banking and/or investment, for example in client-facing teams and/or developing sustainable finance activities, or regulatory engagement on sustainable finance, or related area is required.
- Experience working with the international and/or private finance sector, including with banks, institutional investors, NGOs and others is required.
- Experience in developing work programmes for a variety of private or public stakeholders is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat.
