Objective

Demonstrate what different software/suppliers can deliver in terms of building a corporate knowledge management platform/system for UNFPA. Information Requested

Describe key functionalities of the software in question with a view to meeting the criteria listed below. We understand that more than one platform/application might be needed to meet all criteria

A best-in-class search experience, including smart search and multiple ways to find content with customizable filters

The ability to access knowledge regardless of where or how the teams work, including mobile access and customizable alerts and notifications The ability to easily migrate existing information and insights into a new system or give users the option to create unique content within the platform

Content verification so all users know what content is most up-to-date and community owners have insight into what information needs to be updated

Support multiple media files and types, including secondary sources and videos

Seamless setup and implementation so as not to burden the IT team Comprehensive reporting and analytics that allow for critical data points to be pulled directly from the platform versus requiring involvement from a data team

Discussion Forum/CoP (Community of Practice) functionality Search functionality

Membership: access to knowledge, tools, and collaboration by members and guests, how open this community is to the general public, members directory

Topic Experts as well as Moderator capabilities for forum and content submissions

Fast and easy to administer and deploy

Each country would have a choice of optional web components for the country page, such as: a) search facility; b) documents library for limited or more open use

Empower users with social aspects such as gamification, liking, commenting on or sharing information

Enable precision-based alerts to members based on nominated expertise – “right knowledge to the right person at the right time” (push versus pull)

Connect groups as appropriate with sister-sharing, which enhances cross-functional collaboration

Enable Mentors to connect with Mentees when taxonomies are converted into career capabilities / competencies

Use Taxonomy topics to identify all types of knowledge associated with each taxonomy topic (includes ability to follow topics and knowledge) Enabled Taxonomy Coverage Radial Graph – to analyze the usage of community taxonomy – showing gaps and opportunities

Personalized feeds so users can customize and individualize the way they find knowledge to do their best work

Deep indexing capabilities so that every word of every resource, even video and audio files, is immediately searchable and findable

Automated tagging to help optimize the content so the people who need it can find it quickly

A familiar and intuitive user interface (UX), including features and functions that resemble users’ everyday apps

An interface that is simple and easy to use to help motivate users to contribute and add knowledge for their peers to consume and leverage Scorecards on member usage and engagement – easy & effective to see who leading contributors and collaborators are in each community The ability to easily exchange with/use data from other platforms or systems (Salesforce and Oracle in this case).

The out-of-the-box ability to integrate with common applications and platforms teams use every day, including file sharing and storage, real-time communication and chat, productivity software, and CRM systems

An open API for new or custom integrations based on organizational needs.

Enables blogging and newsfeeds

Easily allows to add more users as team or business grows

Provides a predictable pricing structure so that a client can accurately budget for any future growth

Is transparent about licensing and doesn’t include hidden fees Is customizable for the team or departments using the platform,

Allow use of UNFPA naming conventions, can link documents, support meta-tagging/profiling of documents, annotation of documents, package documents of different file-types together, and previewing of files in HTML format

Allow protection of documents as “permanent” and allow for auto-population of document/profile fields from correspondence system

Able to capture documents in various sizes and thicknesses and convert these captured documents to PDFs while also allowing for Optical Character Recognition (OCR)

Enables Single Sign-On (SSO) using Security Assertion Mark-Up Language (SAML 2.0) to navigate through systems without managing multiple passwords.

The above is an initial list of desirable requirements that is subject to change.

The RFI should also include:

  • Brief presentation on the company, including number of staff, turnover, years in business
  • Contact information: full name and address, country, telephone number, e-mail address, website and contact person.

Note: Prices are not required at this stage.

Subsequent to the RFI submission, UNFPA would like to invite a maximum of 10 vendors to make a presentation of their knowledge management platform/ecosystem solutions. The purpose of these presentations is to provide UNFPA with an overview of the current acknowledgement solutions in the market. This is not a pre-qualification for a possible future bidding process. Note:

Should UNFPA decide to launch a tender for the provision of a knowledge management platform/ecosystem, suppliers invited to make a presentation to UNFPA resulting from this RFI will not be given any preferential treatment nor would they have been given access to any privileged information.
