Job Description:

JOB PURPOSE 

This is a cross-cutting role based in Iraq, Thiqar, supporting World Vision Iraq Program and implementing partners collaborating with World Vision Iraq especially for the implementation of the Nexus Area Based Program; the Resilience and Recovery Pathways for Iraq (RRPI) Programme. The position is based in the Programs Department, and contributes towards achieving quality design, research, monitoring, evaluation, accountability, and learning. The role reports to the RMEAL Manager while collaborating with different department, partners, support offices, and regional office to meet research, monitoring, evaluation, accountability, and learning objectives. The role reports to the RMEAL Manager and supervises the Research Assistant and Accountability to Affected Population Assistant. This position requires demonstrated experience and understanding of leading teams to deliver results, achieve quality research, monitoring, and evaluation products.

 

KEY RESPONSIBILITES

RESEARCH AND LEARNING
•    Collaborate with sector advisors, support offices, regional office Strategy and programme Quality team, Policy and Advocacy Directors and project managers to map-out research topics and prepare draft concept notes with clear research questions and hypothesis. 
•    Coordination of Terms of Reference: At inception, collaborate with research team to prepare terms of reference for the research in line with the office protocols for managing research ensuring research methodologies, data collection instruments and operational processes including for fieldwork are aligned to the office protocol.
•    Design standard acceptable methodologies for research mindful of the context ensuring appropriate data collection methods for research and evaluations using relevant quantitative and qualitative approaches for engaging children and communities.
•    Collaborate with sector advisors and regional technical advisors to address feedback on research from inception to close-out. This includes research design, questionnaires, data collection tools, protocols, standard operating procedures, and training materials for enumerators.
•    Undertake preliminary preparation for research activities, this may include preparation of budgets, logistics or compilation of data and other information relevant to complement research concepts and findings. 
•    Organize and ensure quality data collection, validation, compilation, and dissemination of research findings meeting needs of audiences identified at inception. 
•    Collaborate with the consultant, MEERO Impact & Evidence Advisor, Project Managers and Advocacy/ Communications to produce research abstracts for each research completed/ signed off.
•    Lead in-country training of teams including enumerators hired to undertake research ensuring methodology and tools are well understood, safeguarding compliance and data privacy and protection of respondents.
•    Advertisement and selection of consultants in collaboration with supply chain- this involves advertising the TOR, coordinating the selection process with functions as per the office guide for research. 
•    Coordination with internal and external consultants, including academic institutions to synthesize significant, important, and interesting findings that might inform future programming from research.
•    Coordinate teams in line with the office research guide to ensure final reviews and endorsements are achieved without delays.
•    Capture lessons learnt and best practices that can build on for future interventions and programming.

 

PROJECT DESIGN
•    Include children and community consultations in project design processes using donor, partnership LEAP standards/guidance.
•    Provide support to proposal development- this includes among others provision of data (primary and secondary), completing relevant proposal sections, and developing MEAL appendices while ensuring alignment/ adoption of donor’s standard indicators and World Vision Our Impact Our Story (OIOS) Indicators.
•    Prepare Project MEAL budgets in consultation with technical advisors, REALM Manager and Program officers and support offices.
•    Collaborate with project teams to develop participant selection criteria, weighting and scoring thresholds and validation to ensure eligible participants are selected for project support.

 

ASSESSMENTS, BASELINES AND EVALUATIONS
•    Coordinate timely needs, baseline, and endline assessments with data validation as per project/office requirements and needs.
•    Collaborate with technical advisors to develop appropriate methodologies, respondents, sampling approaches and tools (quantitative and qualitative tools) aligned to project objectives. 
•    Analyze and prepare assessment reports for various assessments, highlighting key findings, conclusions, and recommendations. 
•    Prepare abstracts summarizing highlight significant, important, and interesting findings that might inform future programming from research.

 

MONITORING AND REPORTING
•    Collaborate with technical advisors to develop adaptive monitoring quantitative and qualitative methodologies and tools for process, output, and outcome monitoring for donor and Our Impact Our Story (OIOS) reporting.
•    Design appropriate approaches to assess participation and changes in the lives of children (boys and girls) including those living with disabilities, their families, communities in the project intervention areas before, during and after the project. 
•    Collaborate with Project Managers to measure indicators in the ITT based on indicator definitions on a monthly/quarterly basis. 
•    Collaborate with the REALM Manager to develop the context monitoring system for the RRPI Programme.
•    Verify and spot-check the monthly data sent out from the project. 
•    Generate comprehensive quarterly, semi-annua and annual reports highlighting key findings, conclusions, and recommendations.
•    Participate in and actively contribute to programme coordination meetings and planning sessions.
•    Collaborate with partners to develop and roll-out M&E plans.
•    Update and revise M&E reports providing feedback and quality assurance on data analysis and writing before sharing to external parties. This includes supporting programme teams in the writing of donor reports (monthly, quarterly, annual).
•    Data quality audits to ensure project reports and data submitted are of acceptable quality
 

ACCOUNTABILITY TO AFFECTED POPULATIONS
•    Roll-out the Program Accountability Framework (PAF) and the revised Core Humanitarian Standards (CHS) ensuring all pillars of AAP are achieved in the program.
•    Set-up and continuously review the office and Complaint Response Mechanism (CRM) ensuring maximum protection of participants (especially children and women)
•    Ensure appropriate and inclusive AAP systems are put in place and functional.
•    Review and maintain the feedback mechanisms in line with programme accountability framework (PAF), and standards, including refining digital feedback mechanisms for beneficiaries to strengthen iterative accountability mechanisms. 
•    Ensure that staff and partners understand and promote accountability to project participants through training and coaching.
•    Conduct follow-up surveys and engagements to assess the satisfaction level of beneficiaries: families, children.
 

INFORMATION MANAGEMENT
•    Collaborate with project managers/coordinators and MEAL officers to submit accurate and complete monthly data in a timely manner using donor, office and partnership Digital platforms set-up.
•    Ensure all final data submitted on digital platforms and verified for accuracy, consistency, and completeness against design documents and indicator definition standards and means of verification.
•    Manage the data and organizing information systematically for easy retrieval and analysis.
•    Share sectors data with relevant on a quarterly, semi-annual, and yearly basis
•    Collaborate with project teams to address data-related queries and provide necessary support.

 

LEADERSHIP AND ADMINSITRATION
•    Collaborate with project managers to achieve acceptable spending levels for MEAL activities across projects.
•    Coordinate approvals for planning and acquisition of logistics for related to all MEAL processes- such as capacity building, trainings/workshops and any requests, and requisitions for temporary staff. Conduct field visits and send MEAL staff to the field frequently to conduct Accountability and Monitoring activities.
•    Lead capacity building to MEAL and partner staff on MEAL processes based on capacity needs analysis in collaboration with people and culture department.
•    Collaborate with support departments to ensure MEAL processes are well planned and have the appropriate security clearances and approvals. 
•    Collaborate with Supply Chain Management on selection of consultants for MEAL activities using agreed office selection criteria and Terms of reference. 
•    Act as OIC for the REALM Manager in his/her absence
