RESPONSIBILITIES

You will work with the Country Director to provide leadership to the development and maintenance of the program’s strategy for the mission.
You will ensure the overall implementation of the operational strategy of the mission and follow-up the quality of the programs, and develop new project proposals in line with the mission strategy
More precisely your missions will be to :

  • Ensure coordination and implementation of programs and operational management in line with the country strategy.
  • Design the programmatic strategy of the mission and develop project proposals
  • Manage the Program Team
  • Analyze the humanitarian needs (in country and at regional level)
  • Represent and liaise with donors, authorities, UN, NGOs on operational strategy and program-related issues
  • Follow-up on management of program budgets
  • Represent Country Director when and as required

REQUESTED PROFILE

Education and professionnal experience

  • A Master’ s degree in development / humanitarian aid, international relations or a field relevant to ACF expertize (WASH, FSL, nutrition / health, MHCP)
  • At least 5 years of project management experience in international NGOs and in a similar coordination position
    Technical skills
  • Ladership and management skills in a complex international setting
  • Extensive knowledge and understanding of Humanitarian coordination mechanisms
  • Good knowledge of main ACF sectors of intervention: N&H, WASH, FSL, Emergency response, MHCP-GP.
  • Consolidate experience of project cycle management and using participatory tools and methodologies for assessment, programs identification, implementation, monitoring, evaluation and learning
  • Knowledge of the main donors policy, requirements and partnerships
  • Strategic planning and program design and development
  • Experience and/or personal commitment in mainstreaming Gender across the different sectorial programs
    General skills
  • Excellent personal and communication skills
  • Ability to coach on the building of strong relationship with INGOs, government and donors
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Strong analytical and conceptual thinking; able to understand complex issues and translate them into simple, workable actions and plans
    Languages
  • Fluency in written and spoken English
  • Arabic will be consider as an asset

SPECIFIC CONDITIONS / SALARY

Contract and benefits

  • 12 months fixed term contract under French legislation
  • Monthly gross salary from 2735 to 3185 EUR upon experience
  • Per diem and living allowance: 616 EUR (cf eurocost) net, field paid.
    • 450EUR as country allowance
    • 16% of monthly gross for non-French citizen for retrocession of retirement and unemployment insurance

  • 100% coverage of medical expenses + repatriation insurance.
    Leaves and RnR
  • 25 days of paid leaves per year.
    • 20 RnR per year.
    • 215 EUR at each RnR period (every 6 weeks)
