ADMINISTRATIVE ASSISTANT


The Department of Peace Operations (DPO) provides political and executive direction to United Nations peace operations around the world and maintains contact with the Security Council, troop and financial contributors, other Member States and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on other matters of relevance in the context of UN political and peacebuilding activities.

This position is located in DPO’s Office of Rule of Law and Security Institutions (OROLSI), Justice and Corrections Service (JCS). OROLSI was established in 2007 to strengthen the links and coordinate the Department’s activities in the areas of police, justice and corrections, mine action, the disarmament, demobilization and reintegration of ex-combatants and security sector reform. JCS provides strategic and technical support to justice and corrections components in peace operations, and acts as a liaison at headquarters towards UN and external partners, including Member States. The Administrative Assistant reports to the Chief of Service or her/his delegate.

Responsibilities

Within delegated authority, the Administrative Assistant will be responsible for the following duties:

  • Maintain calendar and schedules of the Chief, monitor changes and communicate relevant information to appropriate staff inside and outside JCS;
  • Organize travel requests, expense claims, vouchers, visa applications, etc. for the Chief and other staff as required;
  • Assist with preparation of vacancy announcements, job classification reviews, recruitment activities including assistance in setting up interviews, and extension of contracts for staff and consultants;
  • Monitor expenditures against approved budget, verify availability of funds for planned activities, and identify shortfalls or overruns;
  • Serve as technical focal point for the Service and provide basic technical support on computer problems and standard United Nations applications;
  • Liaise with the Office of the Assistant Secretary-General for Rule of Law and Security Institutions and other offices as required;
  • Initiate requests for new equipment and maintain an inventory of all electronic equipment in the Service;
  • Provide administrative and logistic support for team workshops, trainings and other events;
  • Provide IT support related to remote working platforms such as Sharepoint and Teams.
  • Carry out quality control for outgoing documents, proofread texts for format, grammar, punctuation and style, and review documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature;
  • Monitor processes and schedules related to the Service’s outputs, products, tasks, etc.; where applicable, assist with the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements;
  • Research, compile and organize information and reference materials from various sources for reports, workplans, studies, briefings and meetings;
  • Draft correspondence, meeting minutes, and other documents;
  • Assist with the preparation of presentation materials using appropriate technology/software;
  • Review, record, distribute and/or process mail and other documents, including channeling sensitive material to staff for appropriate follow-up;
  • Update and maintain distribution lists; monitor, prepare and distribute various materials (where possible using electronic formats); handle arrangements for printing and translation as necessary;
  • Perform general administrative tasks (e.g., leave and attendance recording, arrangements for meetings and other events, reservations), to include preparing and/or processing administrative requests/documents (e.g., requisitions, purchase orders, expenditure authorizations and visa applications); and
  • Perform other duties as assigned.

Education

High school diploma or equivalent.

Work Experience

Five years of progressively responsible experience in administration, finance, accounting, audit, human resources or related area is required.

Experience working at an International Organization or similar is desirable.

Significant experience working for a senior manager is desirable.

Experience in drafting and editing is desirable.

Significant experience with the human resources processes of an International Organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

  • Recruitment for this position is done on a local basis. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat. Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity. This post is financed by the Support Account for Peacekeeping Operations for six months, with a possibility of extension. Extension of appointment will be subject to budgetary approval.
  • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
