The U.S. Department of State’s, Bureau of Educational and Cultural Affairs, Office of English Language (ECA/A/L) plans and creates English language teaching materials and programs for U.S. embassies to support and implement overseas.
The English Access Microscholarship Program (hereafter known as the Access) is a two-year global scholarship program which provides a foundation of English language skills to bright, underserved students, primarily aged 13 to 20, through after-school classes, enhancement activities, and intensive sessions. The Access Program also supports professional development opportunities for Access teachers and select student alumni. Since its launch in 2004, approximately 200,000 students in more than 85 countries have participated in the Access Program and after graduating from Access, they become U.S. government exchange program alumni.
The purpose of this engagement is to conduct a desk financial review of the local Access programs.
The services requested will be conducted in designated countries where there are in-country educational service providers (hereafter known as Providers) implementing Access. The number of the Providers, programs, and program sites per program vary in each country.
The list of countries includes but is not limited to the following:
EAP: Indonesia EUR: Turkey NEA: Egypt, Israel, Jordan, Lebanon, West Bank/Gaza SCA: India, Nepal WHA: Argentina, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Uruguay
The purpose of this component is to conduct a desk financial review of the Providers. The main objectives of the desk financial review will be to:
(1) Determine if Providers’ financial and procurement program records are in alignment with the Access Program Handbook, are in compliance with their service agreements terms, and to identify any weaknesses and recommend improvements.
(2) Determine if Providers’ internal controls are working as designed and provide reasonable assurance of control; identify any weaknesses and recommend improvements.
(3) Provide assurance that the incurred and reported costs are accurately recorded, supported by adequate documentation, and are allowable, allocable, and reasonable.
The EOI closing date is 12 November 2021 at 6:00 pm EST.

Pre-qualified organizations will be added to the Directory of available organizations for the solicitation process of these services.
