** This anticipatory competitive staffing process may be used to create an eligibility list of qualified candidates for this position and similar positions at the same level with various tenures, including indeterminate and term with the Embassy of Canada in Beijing. If the selected candidate is already an active Locally-Engaged Staff (LES) employee, the eligibility list may also be used for assignments or acting appointments. Currently there is one term position to be filed: it has a specified period of employment for approximately 2 years starting in August 2021, with the possibility of a term extension or to fill an indeterminate position as required by operational and/or organizational needs. **

Summary of position:
The Trade and Innovation Services mandate is to promote Quebec’s economic interests in world markets by implementing various activities, in particular, by contributing to export market development; conducting advocacy and foreign market access activities; understanding and analyzing trade policy issues; developing a network of international business contacts; identifying and communicating with business leaders; fostering strategic alliances; linking Quebec businesses to global value chains; supporting licensing and venture capital linkages; facilitating R&D collaboration and technology transfer; and promoting corporate social responsibility.

The position is a working-level position for Quebec’s Trade and Innovation Program. The position typically reports to the Quebec Office Head of Economic Affairs. Participates in the planning and development of Quebec’s Trade and Innovation Program on mission. This includes providing support for the planning and implementation of the Trade Program and the associated development of operational objectives and policies and solutions relative to Program requirements, among other tasks.

 

Essential qualifications:
Education:
• Minimum a Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

Language:
• Proficiency in French (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)

Experience:
• A minimum of 3 years recent and direct experience in the following:
o Experience in international commerce and trade promotion
o Experience managing client and stakeholder relationships and providing client service support to customers/clients
o Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues
o Experience in organizing – from ideation to delivery – trade activities aimed at creating business relations between foreign exporters and Chinese importers/buyers
• Experience in working and liaising with government departments and officials

Knowledge:
• Knowledge of international business (exporting, importing, investment, technology transfer and commercialization)
• Working knowledge of key industry sectors in Québec
• Working knowledge of industry sectors, provincial and municipal government and key business and professional associations in north China regions

Abilities/skills:
• Ability to identify the business leads, such as investment or trade and ability to track and ability to close the deal
• Ability to write effective business correspondence and business or event reports in French and Chinese
• Ability to research, interpret sources of information and synthesize data to respond to requests for information from clients
• Ability to recognize, interpret and schematize the business environment of companies developing the Chinese market
• Ability to perform translation and interpretation from Chinese to French and vice versa

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Ability to adapt its working schedule to occasionally interact with partners located in the Eastern Time Zone
• Ability to travel domestically and internationally as required

 

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

 

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Beijing at own expense. The successful candidate will be required to relocate to Beijing at their own expense.
