Consultancy to evaluate Sightsavers Programmatic Theory of Change within our Inclusion Works programme
Anticipated Timeframe: 40 -50 days over 4 months from January to April 2022
Location: Flexible location – Remote working
Inclusion Works is a consortium programme of 11 partners, led by Sightsavers; focusing on the economic empowerment of people with disabilities. Inclusion Works brings together an experienced and diverse range of partners who, through strong collaboration, create and test innovative approaches to improve the long-term economic empowerment and inclusion of people with disabilities in Bangladesh, Kenya, Nigeria and Uganda.
With a focus on supporting labour market systems to become disability inclusive, the programme has fostered partnerships with a range of stakeholders across the public and private sector, such as individual employers, national employer federations, media, and government. The programme is employing a differentiated and context specific approach in each of the programme countries supported by an overarching programmatic theory of change (ToC).
The Consultant will focus on:
- Assessing the extent to which the programme has generated valid, CRPD compliant evidence (including models and best practice guidance) on what does and does not work to facilitate disability inclusive employment for men and women with disabilities
- Reviewing the validity of the ToC and identifying adjustments that may be required in line with our evidence so that we can use it as a model for future disability inclusive employment programming
The key users and audiences for the evaluation findings and recommendations are the Inclusion Works consortium partners, national level partners, including OPDs, companies, jobseekers, government, FCDO, other civil society and donors at national regional and global levels
- The evaluation should consider the full Inclusion Works programme period, covering co-creation and implementation phases. Co-creation began in 2018 and implementation is scheduled to end in June 2022
- The evaluation should draw on the programme’s quantitative and qualitative data which is a mixture of primary and secondary sources including formal quarterly and annual programme reports, published evidence products, internal reports, learning reviews, and Action Learning Group
Required skills and expertise of the bidder
- Evaluation expertise with substantial and demonstrated experience of multi- country programmes and/or consortium/partnership programmes – please list relevant assignments you have completed
- Substantial experience of developing and evaluating Theories of Change – please list relevant assignments you have completed
- Experience of working on disability inclusion with a demonstrated knowledge and understanding of UNCRPD
- Understanding and experience of adaptive management programming
- Experience of working directly with organisations of persons with disabilities (OPDs)
- Understanding or experience of labour market systems and economic employment programmes
A Consultant with a proven track record in the above will be procured to undertake the project through an expression of interest process.
