Background Information

Oxfam in Myanmar and Solidarités International (OXSI) have been implementing the ‘Humanitarian WASH in Sittwe Township, Rakhine State’ (HARP2) project in the Sittwe camps since September 2017. The project, while focusing on provision of WASH services to the targeted communities, seeks to improve resilience of communities living in the camps through an integrated approach linking Water and Sanitation, Community Engagement, Accountability, Gender and protection mainstreaming and Emergency Preparedness.

The impact evaluation, for which fieldwork was carried out in December 2019 and January 2020, aimed to evaluate the impact of some of OXSI’s HARP2 project activities in building resilience among internally displaced people confined in the Sittwe camps in Rakhine State.

To support engagement with and use of the findings we want to produce a short (20-25 page) booklet in plain language to outline the key findings. This will be targeted at a practitioner audience based in Myanmar. The aim would be to have the findings presented largely graphically, with only small amounts of summarised text.

Objective of the Assignment

To develop a nicely presented largely graphical short report based on the clear outline, text and data provided in excel.


This report is targeted at development and humanitarian practitioner audience primarily based in Myanmar. This includes the programme management unit, Oxfam Myanmar management and other programmes, HARP, and other agencies work in Rakhine State.


  • It is expected to be between 20-25 pages
  • It should be largely made up of visually appealing and easy to understand graphs/tables/bar charts or infographics.
  • It should be laid out in a simple, accessible way, which makes it easy to understand for a nontechnical audience
  • Should be developed in a way that the summary report is appropriate for colour printing.

Required Skills and Competencies

The consultant is expected to have the following expertise and experience:

  • Data visualisation experience
  • Experience laying out similar ideally NGO reports; Willing to send portfolio or examples of previous experience
  • Ability to use excel data as source data

Expected Deliverables

Scope of Services and Tasks

The consultant will be managed on this assignment by the OGB team leading on the Impact evaluation work. The consultant will be provided a clear page by page outline, and example of a similar piece of work, Oxfam’s branding guidance, text to include, and the evaluation data in an excel spreadsheet. Payment will be made on satisfactory completion of the finalised report The expected minimum deliverables of this assignment will include, but may not be limited to:

  • Production of a draft of the report for review
  • Production of a final laid out summary report which is visually appealing and easy to understand Native/original files for any final versions submitted.

Location and Duration

The assignment is a remote based consultancy and is expected to start as soon as possible and is to be completed by Mid-April 2021 for a total of approximately 8 working days. Outline of summary report will be provided for consultants to provide a quotation.

Payment will be made on satisfactory completion of the finalized report

Confidentiality / Non-disclosure

All material issued in connection with this TOR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

Intellectual property, Copyright, & Ownership

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.

How to Apply and Submission of Expression of Interest:

Oxfam invites Expression of Interested (EOI) from consultants (organizations) with experience and skills described above. Selection criteria for the selection will be background experience in similar works as well as technical skills, value for money, start date.

The EOI must include:

  • Quotation
  • Portfolio of work that includes 2-3 examples of previous design-related work
  • CV and a cover letter of not more than two pages stating how the experience, skills and competencies of the consultant meet the above requirements
  • Work plan showing detailed timeline and proposed workdays for each activity
  • Two Professional References
