Position Title: Monitoring and Evaluation Officer

Duty Station: Banjul, Gambia

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, five months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

The European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region. A major component of the Joint Initiative is the provision of sustainable reintegration assistance to more than 20,000 migrants in the targeted countries. IOM views that reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity.

Under the overall supervision of the Chief of Mission of IOM The Gambia, the direct supervision of the Joint Initiative (JI) Programme Manager and in close coordination with the JI Regional M&E officer the successful candidate will be responsible for supporting aspects of Monitoring and Evaluation (M&E) & Reporting for IOM The Gambia. The successful candidate is expected to carry out his/her duties in accordance with strict ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. In close coordination with communication, reintegration, operations and data monitoring colleagues, assist in the development of M&E tools and their adjustment to the needs and information requirements of the Joint Initiative in The Gambia and the overall M&E system developed for the JI regional analysis.

  2. Assist in collecting, maintaining and analyzing data for M&E activities. Generate and extract updates for internal and external use.

  3. Compile and conduct preliminary analysis of collected data required for the generation of statistical and analytical reports. Bring issues related to data integrity, quality and consistency to the attention of the supervisor.

  4. Participate in the dissemination of M&E information in coordination with the Communication and Awareness Raising Unit.

  5. Assist in the development and implementation of external and internal evaluations.

  6. Draft portions of interim and final reports to donors in adherence to project description, log frame and institutional reporting requirements of IOM and the donor.

  7. Assist in organizing activities of new country projects and track ongoing activities.

  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Research Methods, Statistics, Monitoring and Evaluation, Communication for Development, Social Science, or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Field experience in the Migration, Humanitarian or Development fields, focusing on project monitoring and evaluation;

• Experience in liaising with donors, governmental authorities, other national/international institutions and Non-Governmental Organisation (NGOs);

Experience in data collection (surveys in particular); drafting statistical & analytical reports;

• Experience in design or review log frames and reporting;

• Work experience in/familiarity with the West African region is an asset.

Skills

• Excellent reporting and writing skills in English;

• Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices;

• Excellent level of computer literacy, including database applications;

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

• Knowledge and understanding of the migration issues in the region is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish and/or local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
