Monitoring evaluation and learning manager | Sudan | 2021

Chemonics seeks candidates for a potential monitoring evaluation and learning manager position for the Transition to New Sudan (TNS) project funded by the United States Agency for International Development (USAID) Office of Transition Initiatives (OTI). TNS supports the Sudanese government to consolidate Sudan’s democratic transition, foster independent media, and strengthen the engagement of civil society in the transition process. This position will be based in Khartoum, Sudan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

It is anticipated that the potential role may be performed as an STTA over two months (July to September 2021). The assignment has the possibility of being filled as a long-term position after September 2021.

TNS is seeking applicants:

  • Interested in the two month STTA assignment;
  • Interested in the two month STTA assignment with possibility of LT conversion around September 2021; and
  • Interested in the LT assignment commencing around September 2021  

Responsibilities include:

  • Works closely with USAID/OTI and the COP to supervise the design and implementation of MEL tools, analyzing collected data to inform project design, development, and identification of lessons learned
  • Supervises and mentors MEL officers and other staff as indicated by the COP, mentoring and integrating them in activity development, MEL, and research functions
  • Leads the efforts to ensure that MEL is fully integrated into the activity development cycle, including ensuring quality control on activity final evaluation reports
  • Ensures that MEL team provides key impact information to inform project deliverables including success stories and contributing to reporting
  • Develops and implements case studies, frameworks, cluster evaluations, and other communications products as needed, coordinating closely with USAID/OTI field and Washington teams, project management, and the entire program team, as well as supervision of external consultants, as required
  • Builds the capacity of both project staff and grantees to understand and uses MEL tools and to collect and share impact data
  • Ensures that impact information is reported in the USAID/OTI Activity Database, in coordination with the MEL officers and others across the program
  • Works with the MEL team and program staff to analyze and report on trends, lessons learned, and other factors that should better inform program development
  • Works with the program and other teams, as well as with subcontractors and/or individuals engaged on short-term assignments to provide analysis of emerging political events in Sudan and recommendations to TNS leadership and USAID/OTI on how the project could address these events with grant or other activities
  • Based on the results of research into the current environment in Sudan and results of MEL activities, recommends program activities for development and implementation
  • Travels, as necessary and feasible, to gather reporting data and track activity implementation progress for MEL and project research purposes
  • Leads selected program initiatives and conduct other assignments, as assigned by the COP, to ensure the overall successful implementation of the TNS project
  • Other duties as assigned

Qualifications:

  • At least five years of relevant work experience including experience in monitoring, evaluation, and learning
  • Bachelor’s degree required and Master’s degree in a relevant subject area preferred
  • Demonstrated experience with quantitative and/or qualitative research methods
  • Strong analytical skills and writing abilities
  • Proficiency with software such as Microsoft Word, Excel, and/or Access
  • Familiarity with statistical software strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluent Arabic and strong English language skills required
