Political Affairs Officer [Temporary]


This position is located in the Office of the Under-Secretary-General (USG) for the Department of Political and Peacebuilding Affairs (DPPA). The Political Affairs Officer reports directly to the Chief of Office, OUSG/DPPA. The Office of the USG DPPA is charged with the overall policy direction, supervision and management of the Department.

The Department of Political and Peacebuilding Affairs focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

  • Reviews and monitors activities in thematic and policy areas assigned; assesses trends which might affect the political situation and the political impact of intra-regional and relevant thematic and policy issues; recommends solutions/possible action by United Nations.
  • Analyses political and related events within the assigned area(s), with a view to providing advice to the USG.
  • Reviews analytical reports and papers on sensitive and high-profile matters of concern to the General Assembly, Security Council, or other bodies; reviews notes, background papers, talking points, speeches and other correspondence for senior UN officials.
  • Participates in the organization and supervision of Secretariat services required by the Security Council and to other committees and bodies related to its work.
  • Acts as focal point in OUSG for all matters related to the area(s) assigned.
  • Provides up-to-date information to the USG regarding substantive political matters in the area(s) assigned and makes recommendations on actions to take.
  • Supports the USG and the Chief of Office in the preparation, coordination, review and presentation of budget proposals and related materials and issues.
  • Liaises and coordinates closely with the relevant divisions in DPPA and DPPA-DPO and maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
  • Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
  • Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience monitoring political issues and trends and making recommendations related to conflict prevention, mediation and conflict resolution is required.

Experience in drafting or editing official documents is required.

Experience working on policy and/or thematic issues relevant to the mandates of the Department of Political and Peacebuilding Affairs is required.

Experience in coordinating inter-departmental or inter-agency processes and/or fora is desirable.

Experience preparing, coordinating and/or presenting budgetary issues is desirable.

Experience supporting senior officials in a front office setting is desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

  • This position is available through 31 December 2021. Any further extension is subject to post availability.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

  • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
  • The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
