1. Background

The Danish Refugee Council initiated its activities in the island of Lesvos in November 2015 due to the unprecedented influx of asylum seekers. Following new political developments and displacement dynamics in early 2016, DRC expanded its activities to the mainland to support the people living in several sites across the country. With offices in Athens, Larissa and Thessaloniki, it currently implements a wide range of activities, including Site Management Support, legal assistance, identification of individual needs and protection of highly vulnerable persons, access to services within and outside the hosting sites through cultural mediation, and non-formal education. DRC works closely with the refugee communities, the Greek authorities and other humanitarian actors to ensure a protective environment for refugees and asylum seekers in Greece.

2. Purpose

The Programme Coordinator supports the Head of Programme (HoP) in the effective management of all stages of the programme cycle, in line with DRC’s organizational standards and according to donor rules and agreed programme design. The position requires a high degree of responsibility in:

· Programme planning and ensuring standards, quality and accountability in programme/project cycle management.

· Liaising with implementing partners in grant management and identifying new strategic partner opportunities.

· Collaborating effectively with different senior managers, technical advisors/coordinators and field staff.

3. Duties & Responsibilities

Strategy and programme design and implementation:

· Provide technical guidance and support in implementing programmes/projects in line with relevant strategies that have been agreed by senior management and are compliant with donor regulations.

· Support DRC senior managers in designing programmatic strategies, based upon relevant assessments and stakeholder analyses.

· Support the HoP in ensuring programme quality of programmes/projects and identify solutions to programme issues in coordination with PTU colleagues, senior managers, implementing partners and donor representatives.

· Coordinate the harmonization, tracking and documentation of programme activities in coordination with PTU advisors/coordinators.

· Coordinate with PTU advisors/coordinators to develop, maintain and update programme SOPs and guidelines in line with evolving programme strategies.

· Support the HoP in developing and monitoring programme/project budgets and procurement plans, in close collaboration with senior managers.

· Develop tools and processes to capture, share and incorporate lessons learned and best practices to inform and enhance quality of programming, in collaboration with the MEAL Manager.

· Update and maintain programme narrative documents based on the evolving context.

· Support relevant PTU members in monitoring DRC programmes/projects, including development of monitoring and reporting tools, as required.

· Conduct field visits and/or missions in-country and abroad as needed for monitoring and evaluation, trainings, management meetings, etc.

Grant management and resource mobilization:

· Support the HoP and Grants Specialist in the development of new project proposals and in meeting donor reporting requirements.

· Ensure compliance of programmes/projects with donor requirements and DRC global policies and standards.

· Work with the Grants Specialist and PTU advisors/coordinators to ensure that relevant tools and means of verification are in place and are used to implement activities as stated in programme documents and donor requirements.

· Liaise with donors for issues concerning ongoing and new projects, as needed.

· Identify opportunities to support growth and programme development, including funding opportunities and strategic partnerships and collaborations.

Representation and Partnerships

· Identify opportunities to develop new partnerships, in line with the country office’s strategic priorities.

· Support in the development of innovative and strategic partnerships with international, regional, local, public, and private actors, including relevant authorities, humanitarian actors, and civil society.

· Facilitate effective communication between programme staff and partners, and support Areas Offices in technical management of partnerships.

· Represent DRC in external programme and sectoral meetings as needed.

· Lead and coordinate partner assessments for DRC’s implementing partners.

· Draft memorandums of understanding and other partnership documents and tools, to facilitate effective partnerships as necessary.

· Create tools and frameworks for tracking of partner project implementation and programme quality.

In addition to the above, the Programme Coordinator may be asked to carry out other duties requested by the Head of Programme.

4. Required Qualifications

· At least 5 years’ prior experience in a project/programme management or coordination role.

· Professional fluency in written and spoken English.

· Working knowledge of Greek is an added advantage

· University degree in development and humanitarian studies, international relations, management, social science or related field

6. Terms & Conditions

· The contract will be under the Greek Labor Law (this is a national position); national terms and conditions apply.

· All allowances will be provided to the employees (Christmas, Easter, Vacation bonus)

· DRC provides training opportunities to develop and strengthen the quality of its services as well as its staff members’ professional and personal development.

· The position will be based in Athens (Greece), with travel to DRC Greece project locations in Greece.
