Under the overall admin supervision of UNOPS Programme Manager or his/her delegate and operational oversight of the Chief CR&CS or his/her delegate, the Project Management Support – Specialist
will provide practical support and coordination between UNICTF and the Spanish host government and local, regional and national authorities in relation to the Spanish Government’s expansion of UNICTF.

Summary of key functions and duties:

  1. Project Management
  2. Strategy and Capacity Building

The main responsibilities will include but not limited to the following:

1. Project Management:

  • Carry out and manage the infrastructure expansion at UNCITF together with Local, Regional and National Authorities.
  • Deal with the Local Authorities as a focal point to present the UN requirements in terms of new infrastructures and new capacity space needs and perform drawings and sketches and engage with a range of stakeholders to determine extent of work required; presents alternatives and solutions to problems.
  • Create and present planning solutions using construction drawings, corporate standards, and architectural detailing.
  • Manage, plan, and schedule the capacity and space to allocate new staff and hosted entities at the UNICTF compound.

2. Strategy and Capacity Building

  • Research and assess building products for value and to prepare tender documents.
  • Develop and implement a comprehensive strategy to reduce the carbon footprint of UNICTF-Valencia’s infrastructures.

3. Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Impact of Results
The result of work of the Project Management Support Specialist impacts directly on delivery of services that satisfy the requirements of the Section as well as the performance of the services implemented. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.
Education:

  • An advanced university degree (Master’s degree or equivalent) preferably in construction engineering, architecture, or related field.
  • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

Required Experience:

  • Minimum of five (5) years of progressively responsible experience in managing construction projects or related areas
  • A minimum of three (3) years of experience in working with local, regional or national authorities for permissions/agreements for facilities/construction works;
  • Proficiency in the use of Office 365 suite.

Desired Experience:

  • Experience in AutoCAD, Sketchup/Lumion or related 3D drawing tools;
  • Experience with office space/occupancy management;
  • Knowledge and practical experience with infrastructure monitoring tools;
  • Experience in working in the United Nations or similar international organization;
  • Experience in the establishment of effective working relationships and partnerships with host government and authorities at all levels.

Language Requirements:
For this job opening, fluency in both Spanish and English (speak, write, read) is required.

  • Knowledge of another UN official language is an asset.
