20-01-2021: Request for Proposal (RFP) for the provision of ‘Medical Insurance Services to DRC Staff & their Dependents in Jordan.

Opportunity Background:

The Danish Refugee Council (DRC) has received a grant from several donors for the implementation of its humanitarian aid operation in Jordan. As part of the global DRC policy on staff well-being, DRC Jordan is looking for a specialized insurance company to provide Medical insurance services to all national staff in country. Therefore, the DRC requests you to submit price bid(s) for the supply of the medical insurance services detailed in the attached Annex G (Scope of services).

DRC employs around 200 national staff based in different locations across Jordan including Amman, Irbid, Mafraq, Madaba, Karak, Maan and Azraq. As part of its staff care and support policy DRC Jordan provides medical insurance to all staff (with their dependents) working under a DRC employment contract. The number of staff and dependents may vary during the period of the policy.

DRC is therefore seeking to put in place a Two-year Policy for Staff Medical Insurance (with the possibility to extend for an additional year) with a reputable Insurance Company to provide as a minimum the medical insurance services listed below in this document.

Opportunity Structure:

General Information:

  • Number of Staff: 200 staff at the time of publishing this tender
  • Number of dependents: 283 persons at the time of publishing this tender
  • Number of pre-existing illnesses (chronic cases): 29 cases at the time of publishing this tender
  • Number of pregnancy cases covered under the existing policy: 7 cases at the time of publishing this tender

The above numbers might change during the tendering period. All staff and all existing and new cases that are added during the tendering period shall be insured upon signature of the contract on the same accepted rate and conditions.

The number of staff and dependents may vary during the period of the policy by increasing or decreasing. Prices shall remain fixed over the duration of the agreement.

Minimum Requirements:

Medical Network:

As a minimum DRC is seeking a provider with a network covering the whole of Jordan and especially in the following locations – Amman, Irbid, Mafraq, Madaba, Karak, Maan and Azraq. Your technical proposal should contain a full list of the company’s appointed Medical network including locations – please attach a full list (physicians, clinics, pharmacies and hospitals etc.) with locations and specialties as a part of the technical offer.

Your proposal should contain a methodology for adding new service providers particularly in areas of limited coverage and medical network detailing the timeframe for addition of providers, requirements and conditions if any.

Waiting Periods:

DRC requires waiting periods to be waived for all members insured at the policy start date as well as newly-enrolled members insured after the policy start date and for all types of treatments, i.e. chronic, pregnancy cases and newborns.

This is a mandatory requirement, any offer with waiting periods attached to it will be immediately disqualified.

Insurance Limits, coverage and number of forms:

The below limits and number of forms are considered to be the accepted minimum requirements. Limits and number of forms below these requirements will receive lower scores.

When Bids are emailed the following conditions shall be complied with:

  • The RFP number shall be inserted in the Subject Heading of the email
  • Separate emails shall be used for the ‘Financial Bid’ and ‘Technical Bid’, and the Subject Heading of the email shall indicate which type the email contains
    • The Financial Bid shall only contain the financial bid form, Annex A
    • The Technical Bid shall contain all other documents required by the tender as mentioned in section A. Administrative Evaluation, but excluding any pricing information

Bid documents required, shall be included as an attachment to the email in PDF provided as a ZIP file. Documents in MS Word or excel formats, will result in the bid being disqualified.

Email attachments shall not exceed 4MB; otherwise the bidder shall send his bid in multiple emails. Failure to comply with the above may disqualify the Bid.

DRC is not responsible for the failure of the Internet, network, server, or any other hardware, or software, used by either the Bidder or DRC in the processing of emails.
