The Unit Lead manages PSC Recruitment Unit in support of USAID/Office of Transition Initiatives (OTI). The Unit Lead is highly organized, motivated, detail-oriented, and able to excel in a deadline-driven, customer-driven work environment. The Unit Lead must be able to work closely with a variety of personality types, and possesses exceptional oral and written communication skills. The Unit Lead demonstrates leadership skills and is a team player. The Unit Lead is able to prioritize, assist, and guide the unit to ensure the responsiveness of the team.

Essential Functions

Key Accountabilities:

  • Serve as primary point of contact for OTI on all recruitment issues;
  • Supervise and support staff in the recruitment unit;
  • Monitor workflow for unit, and manage and distribute workload;
  • Assist unit with the execution of main duties and responsibilities by participating as a member of the team facilitating the recruitment process for government staff including communicating with current and potential applicants, agency staff, and the general public and providing administrative support from preparing and posting job announcements, to collecting and reviewing application materials, conducting interviews, checking references and academic credentials, and drafting memos.

Essential Functions:

  • Understand and execute the USAID PSC recruitment process: developing a recruitment plan, assisting in the development of solicitations, managing the application process, arranging interviews, and providing information on positions to candidates;
  • Understand various roles and parties for recruitment on complex questions/issues; follow through complex and priority issues to ensure resolution and provide crisis management as needed;
  • Review quality of outgoing solicitations, selection memos, and other recruitment-related documents; ensure documents are error-free;
  • Track status and progress of PSC recruitments and provide customer service to client;
  • Assist in the development of recruitment-related documents, presentations, and other written reports;
  • Responsible for training new recruitment staff;
  • Maintain files, and perform other administrative tasks related to PSC recruiting
  • Represent the agency at external events and identify qualified recruitment sources, networking leads, job fairs, conferences, and advertising resources to recruit and further expand the recruitment network with recruitment staff;
  • Responsible for maintaining systems and templates, and with recruitment unit staff provide recommendations for improvements as needed;
  • Mentor unit on client business processes, policy interpretation and application;
  • Manage even distribution of workload of Recruitment Unit as needed;
  • Manage communication with Deputy Program Manager regarding recruiting tools subscriptions;
  • Report quarterly data and ensure data accuracy;
  • Coordinate with PSC Contracts Lead;
  • Liaise with USAID/OAA Contracting Officers to ensure good working relationships and that needs and expectations are met;
  • Anticipate client and PSC needs, and advise on recommendations;
  • On larger issues, involve on-site Project Manager or OTI as appropriate;
  • Provide feedback to on-site Project Manager on staff growth and professional development;
  • Track training and professional development of staff;
  • Other duties as assigned.

EDUCATION, EXPERIENCE AND SKILLS

Education: Bachelor’s Degree preferred

Experience: 5+ years of highly relevant experience preferred; Experience working with FAR, AIDAR, and ADS regulations; Experience working with USAID USG, State Department and Embassies strongly preferred; Experience with PSC contracts, specifically recruitment preferred; Experience leading other recruiters preferred.

Minimum education/experience required by the contract: Ph.d and 8 Years; Masters and 12 years; Bachelors and 15 years; less than Bachelors and 20 years.

Skills:

Outstanding customer service, interpersonal, and supervision skills; Reliable, highly organized, and motivated; Must excel in a dynamic, fast-paced work environment and be able to effectively shift priorities and multi-task; Excellent attention to detail; Superior oral and written communication skills Superior computer skills (MS Office Suite in a network environment) including the ability to learn new software and databases quickly.

Physical Requirements

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
