OUR TEAM

Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.

A. Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the ca;mps to allow construction work and solid waste management; and Distribution of emergency winterization kits.

B. Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under this area of work included: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting rehabilitation of infrastructure of public interest (irrigation canals, main roads).

C. Promotion of Women Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.

In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

  2. Emergency Food Security and Vulnerable Livelihoods

  3. Protection of Lives and Rights of Civilians

  4. Gender Justice and Women’s Rights

  5. Advocacy

Job Purpose

As part of the Oxfam Gender team in Iraq, the Gender Project Manager will be responsible for carrying out activities related to the project Naseej: Connecting Voices and Action to End Violence Against Women and Girls in the MENA Region in 2 Governorates in Federal Government of Iraq (Diyala & Anbar). The Gender Project Manager will provide technical support to and close monitoring of the Gender & Partnership Officers and Oxfam implementing partners to ensure program deliverables are achieved and donors’ regulations are respected and documented.

With the support of the Gender Program Manager, the Project Manager will also support WASH, EFSVL and Protection teams in ensuring our interventions are guided by Oxfam’s Minimum Standards on Gender in Emergencies, including through safe programming, strong gender analysis and awareness across our humanitarian teams and partners, and meaningful participation of women in the community groups that help us design and evaluate our actions.

Staff reporting to this post: No line management / Matrix management of Gender & Partnership Officers

Key relationships/interactions: Gender Team & Programme team in Diyala & Anbar Governorates

key Responsibilities

Programme design, implementation and monitoring

Ÿ Provides day to day technical support to the Gender & Partnership Officers to ensure project activities are implemented according to the donor’s requirements and Oxfam quality standard in all programme locations.

Ÿ Provides weekly update to the Programme Manager (Gender Justice and Women’s Rights programme) and shares monthly progress reports regarding project milestones, deliverables, successes and challenges.

Ÿ Alerts the Programme Manager in case of any issue in the implementation of the activities and suggest solutions to address identified challenges.

Ÿ Facilitate fluid communication and exchange of information between all project stakeholders.

Ÿ Prepares quarterly reports on programme progress and drafts donors’ report.

Ÿ Documents/collects project success stories to ensure visibility of gender issues and their inclusion in our advocacy agenda.

Ÿ Reviews monthly reports from the Gender & Partnership Officers and provide inputs on the content and the reporting skills.

Ÿ Monitors the project expenditures to make sure they are aligned with the donor budget and inform the Programme Manager about under- or over-consumption risks to enable adjustments to be made in a timely fashion.

Ÿ Provides written and oral translation, as necessary.

Capacity Development – Staff and Partners

Ÿ Holds weekly update with the Gender & Partnership Officers (in addition to ad hoc meeting) to gather information on project achievement and challenges, provides recommendation on the way forward and plan activities.

Ÿ Supports the capacity building of the Gender & Partnership Officers on gender equality, gender mainstreaming and project cycle management to improve quality programming through coaching, mentoring, training, etc.

Ÿ Provides leadership and monitoring of the implantation of partners’ capacity development plans and ensures they are aligned with the project needs.

Ÿ Supports gender mainstreaming in humanitarian programming via the facilitation of sensitization sessions and training for all Oxfam staff, the continuous update of Women’s Rights Organisations mapping and the identification of opportunities of collaboration, the participation in gender assessment (specific or integrated in WASH/Livelihood assessment), etc.

Influencing, representation and coordination

Ÿ Liaises with peers in other agencies and organizations (including women’s rights organisations and women’s groups, local NGOs, INGOs, UNW, governments etc).

Ÿ Represents Oxfam in coordination meetings by NGOs and Government authorities where requested.

Ÿ Supports and works with others to develop advocacy and policy positions on gender in emergencies and provides information to relevant actors for national and international awareness-raising and advocacy efforts on gender equality.

Other

· Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights

· Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

Skills, Experience and Knowledge

Essential

· University/College qualification in the relevant field (e.g. gender studies, social sciences or related discipline).

· Relevant work experience in the humanitarian or development sector

· Willingness and fitness to travel and stay in the field for sustained periods of time.

· Experience of working with/supporting local partners.

· Experience with running assessments, monitoring and evaluation and other learning efforts.

· Ability to work under pressure and to cope with high workload.

· Demonstrated training and facilitation skills.

· Excellent interpersonal skills and ability to work effectively with others.

· Commitment to a rights-based approach, gender equality and safe programming.

· Proficiency in English.

· Computer skills.

Desirable

· Ability to work in multi-cultural team.

· Willingness to work in insecure environments and a high level of adaptability and initiative.

· Experience working in the Middle East.

· Proficiency in Arabic.
