The purpose of the consultancy is to explore viable alternatives to refugee camps in the Great Lakes region. It will be divided into two distinct elements. The first part will be a research report looking at country-specific contexts, responses, policy and legal frameworks enabling or hindering refugee self-reliance and alternatives to camps. The second part will consist of five policy briefs (one for each country),informed by the research conducted. A learning event will be organized to support the dissemination of findings. Finally, for Burundi a separate case study will consider current and potential approaches for supporting refugee returnees.
Note: The Great Lakes region for the purposes of this research will include Rwanda, Burundi, Uganda, Tanzania and the Democratic Republic of Congo.
