VACANCY: Restoring Family Links (RFL) Field Officer

 

The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organisation, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its operations in Iraq.

Job Title: Restoring Family Links (RFL) Field Officer

Level: B2

Duty Station: Iraq – Baghdad

Reports to: National Tracing Responsible

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:

The ICRC Protection (PROT) department aims to preserve the lives, security, dignity, physical and mental well-being of victims of armed conflict and other situations of violence. It also ensures that belligerents fulfil their obligations and uphold the rights of individuals and prevent or put an end to actual or probable violations of IHL / Law of War. It focuses first on the causes or circumstances of violations, but also on consequences.

 

 

The RFL Field Officer 2 Supports the implementation and monitoring of ICRC Restoring Family Links (RFL) activities in Iraq per IQ RFL guidelines and working procedures and under the direct supervision of the National Tracing Responsible (NTR). The RFL field officer is responsible for the treatment of Salamat and Red Cross Messages (RCM) abroad file, Tracing and Allegation of Arrest/Detention abroad, ICRC Attestation of Detention (AoD), Authentication of AoD, notification of foreign detainees to their countries of origin or UNHCR and other activities related to the RFL action in Iraq, requests for ICRC travel documents.

 

Key Responsibilities:  

  • Responsible for the follow-up on the requests for ICRC Attestation of Detention (AoD), ensuring that the requests are treated according to the existing working procedures.
  • In close coordination with the Iraqi Red Crescent Society, participates in the regular field trips conducted to distribute AoD to the concerned beneficiaries.
  • Ensures regular contacts with the beneficiaries and follow up on the enquiries submitted to the department by the ICRC Community Contact Centre.
  • Maintains an efficient and up-to-date tracking and archiving system for the AoD file.
  • Provides support to other ICRC RFL offices in Iraq, as needed.
  • Provides the line manager with accurate statistics on regular basis and whenever requested.
  • Contributes to the design and implementation of RFL projects related to the mentioned file.
  • Prepares, actively participates, and follows up on internal and external RFL meetings, seminars, and workshops.
  • Prepares reports on the field trips conducted to follow up on the AoD file.
  • Provides support to ICRC offices and departments when necessary.

 

 

Education and Professional Experience required:

  • University degree or relevant professional experience.
  • 3 years experience in the field of social, political, or economic sciences.
  • 1-2 years’ experience with the ICRC or any other humanitarian agency is an asset.
  • Experience in Information management is an asset.
  • Excellent command of oral and written Arabic & English.
  • Computer literacy.
