GLOBAL OBJECTIVE OF THE POSITION:

 

Based in Tikrit, under the line management of the Project Manager, Victim Assistance Project Officer (VA PO) contributes to the implementation of the mandate and HI strategy in Iraq. He/she is in charge of dedicated tasks and supporting the VA PM in implementation of the project under his responsibility. He/she ensures optimal quality and impact of the implemented activities.

 

 

 

 

RESPONSABILITIES AND TASKS DECRIPTION:

 

VA PO will be responsible for overall implementation of activities under the project aiming to improve access to and quality of physical and functional rehabilitation services through enhanced technical expertise, referral systems and victim and accident information management. With the support of technical unit and VA PM, activities will include: (1) Support accessibility project officer to implement light rehabilitation works and provision of equipment and assistive devices to physiotherapy units at health facilities. (2) Support physical rehabilitation trainer to deliver capacity building support through technical trainings, job coaching, and supervision to health staff at physiotherapy units (3) Supervise and facilitate basic MHPSS and physiotherapy awareness trainings and sessions in collaboration with MHPSS officer and  physiotherapy trainer to health staff and members of community based organizations.(4) Manage and support social worker to implement awareness raising campaigns through health staff and CBO members in the targeted locations. (5) Supervise social worker to promote and track referrals to specialized health services at the health facilities through proper cash for health criteria.

 

The position will include extensive collaboration with: Technical Unit team especially Physical Rehabilitation and MHPSS Technical Coordinators; Project Manager Victims Assistance (PM VA), Social workers; (RE PO), MEAL team, and Support Services team.

 

  1. Management

 

  • Line-manages the project’s team members
  1. Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences
  2. Organizes and leads regular team meetings
  3. Manages the recruitment and selection of new team members
  4. Ensures strict application and respect of the program’s Internal Regulations by the project team.

 

 

  1. Implementation & monitoring

 

  • Organize, coordinate and support project activities, under the supervision of the PM VA with the support of Technical Unit.
  1. Contributes to the planning of activities and establishes action plans for tasks allocated to her/him and team under her/his management
  2. Ensures that activities are implemented in line with the project proposal and the allocated budget.
  3. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
  4. Supports effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
  5. Collaborates with relevant internal services, especially logistics, HR, finance and technical resources.
  6. Ensure the availability and identification of assistive devices needs in close follow up with logistic team and physiotherapist and VA PM.
  7. Initiate purchase processes according to internal procedures based on the analysis of the project needs with the focus on training needs and assistive devices.

 

  • Contributes to project data management
  1. Ensures collection of required data (statistics, field activity reports, etc.) and archiving.
  2. Ensures collection of donation certificates of assistive devices and any other reports and documents related to project as means of verification of project implementation.

 

 

  • Contributes to project reporting
  1. Monitors through field visits and in coordination with HI Security and Liaison Officer, areas of intervention, target population, methodology of intervention and suggest operational strategy and potential adaptations in coordination with the PM VA
  2. Provides a qualitative and quantitative report on a weekly and a monthly basis as requested by PM VA
  3. Ensures reporting is conducted accurately, with attention to detail on the content, and excellent professional writing standards to ensure accountability measures are upheld.
  4. Contributes to translation of documents related to the project between English-Arabic when needed.

 

 

 

  • Contributes to evaluation and capitalisation
  1. Supports PM VA in planning project evaluations.
  2. Contributes to project capitalization and learning from experience material.

 

  1. External communication

 

  1. Create and maintain a network of contacts related to project activities and necessary for project implementation.
  2. Coordinates, on regular basis, with the different stakeholders (local organizations, international organizations, authorities, Community-Based Organizations, local stakeholders, DMA etc.) to ensure strengthening of referral pathways
  3. Provides information about the project to the partners, authorities and stakeholders when relevant attend Working Groups meetings in Salahaddin and other locations if needed.

 

 

  1. Other tasks
  2. As requested, contributes to the drafting of new proposals for new opportunities
