The National Endowment for Democracy (NED), a federally funded, private, nonprofit grantmaking organization that works to support freedom around the world, seeks a Program Officer /Assistant Program Officer (PO/APO) for the Europe portfolio. The position is based in Washington, D.C.

Position Summary:

The Program Officer/Assistant Program Officer (PO/APO) will work with the regional director and program staff to manage the Endowment’s grants program for the Central and Eastern European portfolio. The (PO/APO) will assist in the vetting of proposals and the monitoring and assessment of grants; draft analytical and descriptive material for internal and external offices; track political developments in Eastern Europe, with emphasis on Ukraine and provide programmatic support to senior staff.

  • Responsibilities:
    • Management of a portfolio of grants, including preparation of materials for review at quarterly board meetings.
    • Oversee administrative and programmatic budgets.
    • Review of grant applications.
    • Coordination and engagement with other NED departments to further team priorities.
    • Monitor grantees in the field through desk research and periodic travel.
    • Maintain regular communication with grantees, other civil society organizations and contacts in the region.
    • Provide general programmatic support for senior staff in fulfillment of the Endowment’s mission.

Qualifications:

  • Knowledge/Experience:

    • Bachelor’s degree in International Affairs, Political Science, International Development or a related discipline; Master’s degree preferred.
    • Level 4 (APO) 2+ years
    • Level 5 (PO) 4+ years
    • 1+ years of living or working in the Central and Eastern Europe region for APO; 2+ years of living and working in the region for PO.
    • Significant field work experience, study, or travel.
    • Excellent computer skills, including Microsoft Office suite, databases, and other applications.
  • Other Qualifications:

    • In-depth regional expertise in Eastern Europe, with emphasis on Ukraine.
    • Familiarity with civil society issues and knowledge of civil society organizations and individual activists in Central and Eastern Europe, particularly in Ukraine.
    • Grant-making, grant – management or fundraising experience;
    • Fluency in Russian is required; Ukrainian is preferred; proficiency in other regional languages will be an added value.
    • Authorized to work in the United States.
  • Competencies:

    • Strong organizational and grant management skills
    • Excellent written and oral communication skills.
    • Attention to detail and the ability to multi-task;
    • Ability to work in a fast-paced, international office environment.

The level of responsibility and independence in assigned tasks will increase with experience.

This position is part of the NED Bargaining Unit.
