Specialist in Rule of Law and Security Sector Reform

In Guinea Bissau, the negative impact of transnational organized crime, specially drug and human trafficking and related cross-cutting crimes, corruption and money laundering, has been recognized at the highest level by the authorities, and the fight against it has become a national priority. Therefore, considering the impact these crimes have in the development and stability of the country, as well as on the credibility and accountability of its institutions, the UN decided to support the national authorities to improve capacity for sustaining peace by supporting national actors in developing resilient national capacities and addressing conflict drivers that undermine social cohesion and that may lead to violent conflict. In this regard, UNDP, UNODC,

IOM, UNIOGBIS-CDTOC, combined their expertise for an integrated, coordinated approach in strengthening national capacities to address drug trafficking and organized crime during the United Nations reconfiguration in Guinea-Bissau. In this sense UNDP, UNODC, IOM, are implementing a joint project “Strengthening the Justice and Security Sector response to drug trafficking and transnational organized crime to reduce insecurity in Guinea-Bissau” funded with Peace Building Funds. The overall goal of the project is to reduce Guinea-Bissau’s vulnerability to drug trafficking and organized crime and to diminish the negative impact of such crimes on the fragility and dependence of the country’s security institutions, rule of law and local communities, hence reducing a major source of the country’s cycle of instability. 

The objective is to support Rule of Law and Security Institutions to effectively prevent, investigate and prosecute drug trafficking and transnational organized crime, reducing the country’s sources of fragility.

The expected result:

• The National security agencies and justice sector actors improve their strategic and operational coordination capacity to prevent, investigate and prosecute drug trafficking and transnational organized crime.
• The Security and justice sector institutions have improved capacity to effectively investigate, prosecute and adjudicate drug trafficking / transnational organized crime cases.
• The democratic governance and civilian oversight over the security practices and institutions responsible to combat drug trafficking and transnational organized crime is enhanced. 

 In this way, UNDP is hiring an international consultant who will contribute to the implementation of the part of the project activities.

Objective of the assigment

Contribute to the project revision and implementation and monitoring of the project annual workplan.

Under the overall supervision of the UNDP’s Representative Resident, the technical supervision of the Chief Technical Adviser for the Justice Reform and the Coordinator of the “Strengthening the Justice and Security Sector response to drug trafficking and transnational organized crime to reduce insecurity in Guinea-Bissau”  and in coordination with the project partners (UNODC, IOM), the consultant is expected to perform the following tasks:

Contribute to the project implementation on day-to-day basis

• Develop the annual programme/project delivery targets and achieve the targets including the inputs from the project partners (UNODC, IOM, UNIOGBIS);

• Contribute to the implementation the project on day-to-day basis in collaboration with the project partners.

• Implement the Project and identify areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans.

• Follow directions set for him including

• Perform project quality assurance, monitoring, reporting, field missions, audits, evaluations, formulations, and project support services providing day-to-day work within the project and with other Country Office units.

• Establish annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations.

• Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy.

• Brief and consult with the CTA on project progress and provide information and advice as required to contribute to the Country Office initiatives.

Identify areas of improvement by applying best practices/lessons learnt using UNDP corporate monitoring tools and corporate reports.

Partnerships, policy, resource mobilization and advocacy efforts

• Provide support in partnerships with specific project partners.

• Contribute to manage donor expectations and manage day-to-day donor interaction.

• Seek and identify additional partnership and funding opportunities, and prepare funding proposals, donor briefing and presentations in support of resource mobilization to advance UNDP’s and the project goals.

• Assist to mobilize, foster and strengthen strategic partnerships with UN agencies, and other relevant multilateral and bilateral organizations to advance and support the project.

• Propose collaboration with relevant Government bodies by working closely with Government counterparts and national partners.

• Establish strong ties to and with national programmes, and other relevant stakeholders.

  Facilitate knowledge management and sharing

• Manage stakeholder expectations and participate in communication activities to inform stakeholders of progress and issues.

• Manage the formation of project panel of advisors to perform the work of the project.

• Establish and maintain a usable, auditable and well-communicated records of the project.

• Organize internal and external networks or communities of practice covering prominent experts in government, non-government, think tanks, private companies, international development organizations and the UN system.

• Contribute to the development and maintenance of the programme knowledge networks and practices and development of knowledge products;

• Provision of quality policy advice services to the Government and the office regarding

Deliverables

The consultant must guarantee the achievement of the expected results, ensuring, among others, the following achievements:

• Strategic discussions with the implementing agencies (IOM and UNODC) for the project implementation are held on a regular base.

• The Annual Work Plan is updated and semestrial report available on time.

• The preparation, monitoring and implementation of the AWP is ensured.

• Preparation and organization of secure information on the execution of the project is assured.

• Consultation and collaboration with partners in the area of the rule of law and anti-drug trafficking and transnational criminality are promoted; Meetings are regularly organized with the project beneficiaries

• Thematic notes on the topics addressed by the project are produced and shared.

• The project risks are monitored, and audit recommendations are implemented.

• Best practices, lessons learned, disseminated, and promoted.

• Excellent research, analysis and writing skills with demonstrated ability to think strategically.

• Strong analytical and communication skills including ability to produce high quality practical advisory reports and knowledge products.

• Ability to work in a team, produce high quality outputs.

• Strong capacity to communicate clearly and quickly.

• Strong inter-personal and liaison skills

Education:

• Master’s Degree or equivalent in Law, Security, Political Sciences, Public Administration, Development Studies, Peacebuilding or related field.

• Prince2 training and certification, RMG are desirable.

Experience:

• Minimum of 7 years of progressively responsible experience in rule of law, security sector reform, governance, and sustainable peace programmes and project implementation in international development organizations and/or bilateral development agencies.

• Experience of working with UNDP or another UN agency would be an asset.

• Experience in working in Africa, particularly in Portuguese Speaking countries and/or in UN Transition countries would be an asset.

• Proven ability to work effectively in multi-disciplinary and multi-cultural teams.

• Sound understanding and capability to empower and develop the capacity of national staff.

• Excellent skills in fundraising, resources mobilization and donor relations would be an asset.

• Strong interpersonal and written and oral communication skills

Language:

• Excellent command of written and spoken Portuguese.

• Proficiency in English or French, constitutes a strong advantage

Duration of the assignment

The assignment must be conducted within 6 months -144 working days, from the day the contract is signed. During the assignment the consultant will join the Justice Project Unit embedded in the Ministry of Justice and will be part of the Country Office Governance Unit.
