Background
Following the adoption of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) in September 2015, Nigeria has demonstrated strong commitment to the overall implementation of the SDGs. Thus, several initiatives have been undertaken, including baseline indicators, mapping/survey, integrating SDGs into the national development plan, and the domestication of the Nigeria Integrated Sustainable Development Goals (iSDG) Model. The iSDG Model serves as a tool for policy analysis, planning, costing, and budgeting at both national and at the sub-national levels. Through the ongoing technical partnership between the Office of the Senior Special Assistant to the President on SDGs (OSSAP-SDGs) and the United Nations Development Programme (UNDP), the iSDG Model was used by the Federal Government in the preparation of the Macroeconomic framework for Nigeria’s National Poverty Reduction and Growth Strategy (2021-2025) and also for the Nigeria Agenda 2050.
To strengthen inclusive and SDG-aligned development planning at the sub-national level, OSSAP-SDGs and UNDP Nigeria are desirous of supporting states to develop an inclusive and SDG aligned medium and long-term development plans based on their development priorities to be inspired by the iSDG model. Thus, UNDP seeks to procure the services of consultants who will work closely with focal states in 2021 (Ondo, Kwara, Plateau, Akwa Ibom, Kogi, Lagos and Zamfara) to conduct robust Needs Assessment that will lead to the development of SDG-based state development plans. Selected consultants for the Needs Assessment exercise will however work with other consultants conducting the costing exercise in each of the focal states as part of a team
Duties and Responsibilities
OBJECTIVES
The objectives of the sub-national level Needs Assessment and iSDGs based costing include:
Assessment of the state’s development needs based on the development priorities of the state;
Analyzing policy and institutional challenges that need to be addressed to achieve the above development priorities;
Exploring opportunities that the state could benefit from to achieve the desired development goals.
Achieving policy coherence by aligning sub-national development priorities (states medium-and-long-term plans) to national development strategies; within the context of SDGs attainment;
Institutionalizing System Dynamic (SD) based policy analysis, costing and planning at the sub-national level through capacity building training to strengthen planning and budgetary processes – building the necessary skills set for an improved policy-plan-budget link at the sub-national level.
SCOPE OF WORK
The consultancy assignment will be undertaken at the sub-national level and will be coordinated by UNDP Nigeria and OSSAP-SDGs, with inputs from relevant stakeholders and the Technical Working Group (TWG) at the state level. During the assignment, the consultants will work very closely with UNDP and OSSAP-SDGs in developing inputs from the TWG and capacity building training in system dynamic theory and applications for the planning, budgeting and programmes for the states for which the SD models are being built as to equip the states with the tools to be able to prepare their respective SDGs based state development plans and budgets using the SD models.
The consultants will review the institutional arrangement and all relevant documents to ensure that the situational analysis of the state(s) is adequately aligned towards the attainment of the SDGs by 2030. The consultants shall work with the TWGs and relevant stakeholders from the state to mainstream the relevant SDGs targets and indicators.
The consultants will also ensure that both the Needs Assessment and the Costing are adequately aligned with the situational analysis and SWOT of the state and are coherent with the strategic objectives and cardinal pillars of the state development plan. The consultants will further work with the TWGs to identify the goals, objectives, baseline indicators and targets, and cost the proposed priority programmes of the state. In addition, the consultants will provide a detailed and quality Needs Assessment for the states which will be a basis for the development of the state’s SDGs based development plan. The consultants for the Needs Assessment will also work closely with other consultants carrying out costing exercise in each of the focal states as part of a team.
The consultancy assignment is broken down into 3 phases to cover the seven focal states (Akwa Ibom, Kogi, Kwara, Lagos, Ondo, Plateau and Zamfara):
Phase 1 entails simultaneous needs assessment and costing exercise by a team of at least 4 consultants per state i.e., a total minimum of 12 consultants for the first 3 states (2 Needs assessment consultants will join 2 Costing consultants to make up a team). Each of the selected consultants will join a team to conduct needs assessment and costing exercise in one state. The team of consultants will be moved to the succeeding phases based on performance evaluation in line with the deliverables.
Phase 2 entails simultaneous needs assessment and costing exercise by a team of at least 4 consultants per state i.e., a total minimum of 12 consultants for the first 3 states (2 Needs assessment consultants will join 2 Costing consultants to make up a team). Each of the selected consultants will join a team to conduct needs assessment and costing exercise in one state.
Phase 3 entails needs assessment and costing exercise by one team of 4 consultants for one state (i.e., 2 needs assessment consultants will join 2 Costing consultants). The best team of consultants will be selected to conduct needs assessment and costing exercise in the final state, based on the deliverables.
TASKS AND RESPONSIBILITIES OF THE CONSULTANTS
The following are the key activities and deliverables expected from the consultants for the period of the assignment:
The consultants shall be appointed to liaise with the costing team to adapt the iSDG model (by including unique models for each state based on their peculiarities, as well as finding a common core states’ SD model in due course).
The consultants shall review the state’s vision and strategy document, and other pertinent documents available.
Review the situational analysis and proposed priorities of the state’s TWG and provide substantive technical support and work with the TWGs and key stakeholders to submit a final Needs Assessment Report of their output.
DURATION OF THE WORK
The expected duration of this assignment is 5 Weeks spread across 3 months for each phase. Consultants will be moved to the succeeding phases based on performance evaluation in line with the deliverables. Therefore, not all consultants will be guaranteed a spot in the succeeding phases, especially the final stage.

INSTITUTIONAL ARRANGEMENT
The selected consultants shall work under the overall leadership/oversight of UNDP and OSSAP-SDGs, also in a close working relationship with the TWG at the sub-national level and other consultants conducting the Costing exercise throughout the period of the assignment. The point of contact is the Senior Economic Advisor and/or the Senior Technical Advisor.
DUTY STATION
The selected consultants/firm/consortium will be home-based with travel to the assigned states as appropriate.
Payment Schedule:
All-inclusive lump-sum payment based on deliverables in the time frame stated-above.
Competencies
TECHNICAL COMPETENCIES
Development Planning: proven knowledge and experience on development planning approaches, practices and tools that are consistent with the terms defined particularly in the context of developing countries;
Alignment and integration: proven knowledge of and experience with processes to monitor alignment and mainstreaming of international development agendas into national and sub-national development plans.
Professionalism: familiar with needs assessment approaches, key procedures with data collection and, operational analysis and discussions with key decision-makers for national and sub-national development;
Sustainable Development: proven knowledge of sustainable development concepts, principles and issues, including the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs), the LNOB principle and the principle of integration, and the ability to develop practical solutions for their mainstreaming in sub-national plans and policies.
Results-Based Management (RBM): proven knowledge of the RBM approach, concepts and principles and ability to apply these concepts for practical solutions.
Functional Competencies
Good knowledge of economic and development cooperation issues in Nigeria,
Advanced quantitative and econometric skills and experience with related data analysis tools are an advantage;
Ability to conduct interviews, including with senior Government officials and other stakeholders;
Previous work experience with UNDP, OSSAP-SDGs and other donor agencies is an asset.
Ability to communicate fluently with different stakeholders and group discussions.
Required Skills and Experience
Educational Experience
Minimum of a master’s degree in either Economics, Development Studies, Social and Public Policy Programme and Project management or related fields.
A PhD will be an added advantage.
Professional Experience
The successful candidates/consortium must have:
Minimum of 5-7 years of strong experience in conducting similar exercise within the development context
In-depth understanding of Results-Based Management and Participatory planning and analysis;
Strategy design, coordination, formulation review and development of planning priorities;
Experience in the field of development or strategic planning, MDGs/SDGs or related fields;
Proven proficiency in the usage of computers and office software packages, experience in handling web-based management system
Language
Excellent written and spoken English.
