Background of the Lake Chad DIMS Project
Born under the auspices of the Lake Chad Basin Commission (LCBC), with the support of the African Union and UNDP, the LCBC Regional Strategy for the Stabilization, Recovery and Resilience (RSS) of the insurgency-affected areas was approved by the Member States of LCBC on 30th August 2018 and endorsed by the AU Peace & Security Council on 5th December 2018. The Strategy is intends to “facilitate the implementation of overall stabilization programmes by the LCBC Member States in the affected areas, including the full restoration of state authority and the return of IDPs and refugees”. It seeks to establish a common approach and an inclusive framework for all stakeholders and examine new strategies and partnerships for the nexus peace- humanitarian-development cooperation (triple nexus).
To foster the engagement of all civil society actors, a regional CSO Platform has been established under the umbrella of the LCBC Secretariat. The CSO Platform facilitates CSO engagement across the triple nexus.
iMMAP is leading an innovative project to design a directory and information management system (DIMS) which truly fosters civil society organisations’ operational capacities and participation in critical decision-making fora. The DIMS will support the activities of the CSO Platform and the implementation of the Regional Stabilization Strategy.
In its first year, the DIMS Project aims to identify all CSOs active in the Lake Chad Basin region (8 territories spread over Cameroon, Chad, Niger and Nigeria), map their areas of intervention, operational and programmatic capacities. It also aims at designing the architecture of a digital platform which will be launched during the second year of the project. A wide variety of governmental, UN, NGO and CSO stakeholders will be consulted throughout the process by different remote and in-person methodologies.
Presentation of the role of Senior Information Management Coordinator
The Senior Information Management Coordinator is expected to coordinate the information management components of the project which include:
Operational:
- Coordination with the representatives of existing IM initiatives in the four project countries, to ensure complementarity with the new system being set up.
- Design an IM strategy for the first year of the project, including effective consultations with CSOs, the definition of standards for data collection (CSO profiling), the identification of the most effective methodology for data collection, management and visualisation of project results (infographics, data analysis tools) for large sets of qualitative and quantitative data.
- In coordination with iMMAP knowledge management and IM teams, design a solid architecture for a digital online information management and capacity development system which is susceptible to be expanded over time, in response to the evolving need of the Regional Stabilisation Strategy and the CSO Platform.
Capacity building / Team Management:
- Ensure that the identification, selection and contracting of the IM team (our IM Officers based in the project countries) are carried out in accordance with iMMAP guidelines and as per project plans.
- Ensure that staff receive appropriate and adequate support by providing coaching and coordination.
- Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective iMMAP project team.
- Supervise and mentor the field IM team (4 officers) to build capacity through guidance, training and technical support.
Quality Management:
- Ensure designated projects are implemented in line with donor proposal and requirement.
- Ensure products and reports developed in the framework of the project respect quality standards and guidelines.
- Regularly assess and provide feedback and recommendations on the quality of the programme in the 4 countries.
- Build on lessons learnt.
Representation:
- Represent iMMAP in relevant consultations and meetings.
- Ensure complete and timely reporting of activities to iMMAP, donor, and implementation partners.
- Assist iMMAP Programme Manager with forward strategic planning, monitoring and evaluation.
Other:
- Other relevant duties as assigned by the Programme Manager.
Requirements
Education
- Graduate of an Institute or University in the field of Information Technology, Information Management or Computer Sciences.
Experience
- In-depth knowledge of database software, data collection tools and methodologies, IM solutions for consultative processes in low-technology environments
- Advanced knowledge of software engineering theory and applications would be an asset.
- Advanced knowledge of programming theory and relational database principles.
- Demonstrated experience with qualitative and quantitative data analysis skills
- A minimum of 7 years of progressively responsible experience in humanitarian or development information management, GIS, database management and administration (familiarity with PHP, HTML or any other programming language), data visualisation, or data analysis.
- Advanced knowledge of the humanitarian architecture and experience in working in multi-sector coordination environments
Soft skills
- Ability to coordinate with civil societies, local administrators, government, NGOs working with community projects and agencies involved humanitarian or development programmes.
- Ability to work under pressure.
- Flexible and adaptable to any situation.
- Self-reliant and able to work independently.
