Main purpose of job:
To engage with the Japanese Government and other key stakeholders on key climate change and energy policy areas, and report on developments in Japan to colleagues in the UK ahead of and after the 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) taking place in the UK in November 2021. To set up and develop UK-Japan partnerships and projects in key areas related to climate and energy.
Roles and responsibilities / what will the jobholder be expected to achieve?
- Policy engagement and reporting (45%)
- Lead on distinct area of climate/energy policy engaging with UK and Japanese government leads in line with UK objectives, reporting on developments in Japan to UK colleagues, and sharing progress in the UK with Japanese counterparts.
- Specific policy area will be determined based on wider objectives at the time, but likely to be related to climate finance/climate-related Overseas Development Assistance (ODA); climate and nature and/or energy efficiency. Developing expertise in the areas the role leads on, in order to provide advice and guidance is necessary.
- Respond to requests for information and advice on policy areas leading on.
Partnerships and Project development (45%)
- Build strong relationships and networks with contacts in the UK and Japan to enable the development of bilateral projects and partnerships.
- Identify areas for partnership on climate and energy and build on existing structures for collaboration
- Devise projects securing buy in from decision makers and ensuring funding is available (including from external sources). Bring in relevant delivery partners.
- Set up the foundations and structures for sustained future bilateral partnerships.
Wider Team Support (5%)
- Support Head of Team, Senior Policy Officer, and Climate and Energy Promotion Officer providing cover, and additional resource as needed.
Corporate (5%)
- Take on a corporate task that delivers wider embassy objectives, proactively working with members of other teams.
- Take on and prepare for a crisis role.
Resources managed (staff and expenditure):
- To line manage one member of staff (A2L/A1L; TBC)
- Project funding (amount TBC and related to jobholder successfully bidding for funds)
Learning and development opportunities (and any specific training courses to be completed):
• Compulsory online training courses include Diversity and Inclusion.
• Courses offered on UK government climate change and energy policy.
• The Japan Network has an active L&D Committee and offers a wide range of in-house training and funding for external training on policy and programme work

This is a fixed-term position until 31 March 2022
- Bachelor’s Degree in a relevant field and/or
- A minimum of 2+ years of experience working for an organisation in a relevant field, for example, working in within government, for a research organisation or for an NGO preferably in climate change or energy or other area of social or environmental policy.
- Some understanding of international climate change and energy policy.
- Excellent communication and interpersonal skills. Including written English-language reporting skills.
- Excellent networking skills
Language requirements:
- Language: Native-level English or Japanese with business level in the other language
- Level of language required: English TOEIC/TOEFL 900; Japanese JLPT1
- Knowledge or experience of project management and relevant skills.
- Master’s Degree in a relevant field.
- Specific knowledge on climate finance, finance, or low carbon energy

- The British Embassy offers comprehensive learning and development opportunities that will be fully available to the jobholder. We regularly run both work area specific training, as well as more general skills development in project management, finance, and leadership. Each year the job holder will be encouraged to use 5 development days to pursue job related and personal development goals. All staff are required to take a role in the embassy’s crisis preparation and response. Full training will be provided for this and regular opportunities will be available to test and develop your skills.
