Team leader | Nepal | 2021

Chemonics seeks a team leader (TL)  for the ongoing Foreign, Commonwealth and Development Office (FCDO) Nepal Climate Change Support Programme II (NCCSP2) in Nepal. The project aims to increase the resilience of vulnerable communities to climate related shocks and future climate change, through both Technical Assistance (TA) and Fund Management Assistance (FMA). This role relates specifically to the FMA component, concerning the following broad tasks: 1) Verifying financial processes are adhered to; 2) Channelling implementation funds for work contracts; and 3) Building capacity to plan for and manage climate funds. The TL is responsible for overall programme leadership and technical oversight, as well as for making key decisions and setting programmatic strategy and vision. This position will be based in Kathmandu, Nepal. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Set overall programme strategy and direction in consultation with the client, and project management team, with overall accountability for ensuring that programmatic goals are met
  • Serve as the primary point of contact for FCDO, Nepali counterparts, and other stakeholders, and maintain productive, positive working relationships
  • Serve as lead “fund manager” responsible for ensuring funds are disbursed to vendors and user committees within the timeframes established in the activity terms of reference
  • Oversee and contribute to development of programme deliverables including but not limited to: monthly reports, quarterly reports, annual reports, learning plans and reports, annual work plans, and financial reports
  • Lead development of approach to public financial management (PFM) capacity building efforts and oversee work of PFM experts
  • Identify implementation problems/challenges quickly, and proactively develops mitigation strategies and solutions independently
  • Motivate staff to perform effectively toward program objectives, through communication, team building incentives and responsiveness
  • Spearhead and contribute to project learning efforts, ensuring that learnings are captured and lessons incorporated into future programming
  • Work with Project Management Unit (PMU) to ensure adequate human resources, including short-term technical assistance

Qualifications:

  • Advanced degree in a relevant field e.g. Fund Management, Grant Management, Climate Change, Climate Finance
  • Extensive experience in donor-funded and/or international programmess in Nepal
  • Experience in technical areas such as fund management, climate change and environment, public financial management
  • Experience in supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet programme needs
  • Experience working for donor governments either directly or as an implementer, leading relationship development and management
  • Experience with FCDO is strongly preferred
  • Demonstrated track record in a management position
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and Nepali
