A day in the life of a Monitoring, Evaluation, & Learning Coordinator in South Sudan

Job Duties
The Monitoring, Evaluation and Learning (MEL) Coordinator will lead initiatives to better inform programmatic and strategic decision-making, and improve overall ministry effectiveness. Activities will focus on evaluating project effectiveness, better understanding the impact of Samaritan’s Purse in the communities where we currently serve, and identifying areas for new ministry. The MEL Coordinator will work closely with the National M&E Program Manager, M&E Training Coordinator, Program Managers, Technical Leads, and the Senior Management Team to identify and prioritize initiatives. This position will be responsible for coordinating all aspects of learning activities, from designing MEL systems, tools and strategies, collecting and analyzing data, and presenting findings and recommendations for future program design and areas for new ministry. He/she will build capacity in field teams to develop, manage and operationalize MEL systems and plans.

Create indicators, strategies, and tools for tracking project progress and bottlenecks to achieve crosscutting objectives, including gender mainstreaming and protection.
Develop electronic data collection tools using DHIS2 and iFormbuilder and other software as relevant) for surveys and monthly monitoring data collection and management.

Qualifications & Experience

  • Understand the fundamental concepts of data quality assurance and pitfalls.
  • Understand how to design qualitative M&E tools and methods (key informant interviews, focus group discussions, direct observations, and other interactive tools) and how to use qualitative data to interpret quantitative data, inform quantitative data collection design, verify quantitative data.
  • Understand how to design and manage quantitative M&E tools and methods, as well as how to analyze collected data.
  • Understand how to design evaluation questions and methods, develop criteria for when and how to use control and comparison groups, develop terms of reference for baseline and final evaluation surveys, and incorporate evaluation data collection in the M&E design.
  • Significant work experience in developing MEL tools (Logical frameworks, work plans, results frameworks, performance monitoring plans) is required.
  • Excellent knowledge of computer applications, in particular proficiency required in SPSS, Stata, or other similar statistical analysis software, iForm, DHIS2, ERP systems such as Serenic Navigator, GIS systems such as ArcGIS, MS Word, Excel, Access, Power Point and Outlook.
  • Strong administrative and organizational skills and demonstrated ability to assess priorities and manage multiple, complex, time-sensitive tasks simultaneously, and meet deadlines with attention to detail and quality.
  • Advanced skills in effective communication in diverse stakeholder contexts.
  • Strong interpersonal skills and effective written and verbal communication; experience working successfully in teams and cross-cultural settings.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree and minimum of five (5) years related experience and/or training in monitoring and evaluation methodologies; or a Master’s degree and a minimum of two (2) years related experience and/or training in monitoring and evaluation; or equivalent combination of education and experience.
  • Experience with theoretical and practical background in research or MEL and knowledge of qualitative and quantitative methodologies and techniques.
  • Experience with community participation in mapping and other M&E processes.
  • At least two (2) years’ experience living or working in a developing country preferred.
  • Twelve credit hours of college-level Biblical studies strongly preferred.
