DUTIES AND RESPONSIBILITIES The CSL Team Leader will provide critical analysis on BHA’s relationships with local partners and local NGOs, manage a complex portfolio of grants, serve as a Bureau-wide resource on local partner engagement, and interface regularly with the Geographical Disaster Response Offices regarding BHA’s funding and policies related to local partners. The CSL Team Leader will also work with other parts of BHA and the Agency, including the Grants Unit, the Office of General Counsel (GC), and the Office of Acquisition and Assistance (OAA) to ensure HOP division grant-making processes and programs are functioning in an effective manner. S/he will also anticipate and prepare documents and briefing memos on humanitarian issues for important meetings and events. S/he will assist and support the HOP Division Director and other Team Leaders in planning, organizing, and overseeing the HOP Division’s grants management functions. The CSL Team Leader will also be a principal source of information and advice to BHA staff on BHA’s engagement with local partners and will assist the HOP Division in developing and maintaining a broad portfolio of institutional relationships with these stakeholder communities. The CSL Team Leader will administer a diverse portfolio of globally-funded BHA programs. In addition to managing a discrete portfolio, the CSL Team Leader will work with the HOP Division Director and other Team Leaders to provide critical guidance on BHA’s relationship with local partners, as well as guidance on internal USAID regulations and policies impacting these relationships. Under the guidance of the HOP Division Director, the CSL Team Leader will also manage critical issues on local engagement on behalf of BHA offices and other USG agencies. The CSL Team Leader will be required to be available for deployments possibly lasting up to 90 days or 30% of the year. The Team Leader will: ● Supervise and manage the CSL Team. ● Become certified and serve as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR), as assigned. The AOR/COR provides financial and programmatic oversight of all aspects of managing the agreement or contract; this 5 | Page 720BHA21R00048 includes but is not limited to reviewing invoices, requests for approvals, program/project deliverables (i.e. work plans, annual reports, month status reports), travel requests, key personnel requests, and financial/budget reports. They are responsible for drafting and submitting the annual contractor performance evaluation in Contract/Assistance Performance Assessment Review System. They prepare and review contract/assistance modifications documentation and assist the Contracting/Agreement Officer to ensure performance is compliant with the terms and conditions of the contract/agreement, the Federal Acquisitions Regulations (FAR), and USAID policy. AOR/CORs are responsible for all related requirements set forth in the COR designation letter and the AOR designation letter. ● Develop detailed strategic plans for local partner engagement, foster capacity building of local staff, as well as propose strategies and programs to address capacity and leadership gaps for local partners within the broader humanitarian system. ● Design/oversee awards, in collaboration with other offices in the Bureau, from inception to polished final product, taking overall responsibility of shepherding them through the process. ● Maintain strong understanding of Agency priorities and processes, USG policies, broader humanitarian architecture, and local engagement best practices and challenges related to localization. ● As part of the HOP Division, lead the identification, research, analysis, and development of recommendations on all issues and matters relating to local engagement, partners, and civil society in humanitarian contexts. ● Represent BHA at Agency meetings covering a broad range of localization issues and provide the office and Bureau with analysis and guidance on relations with Agency goals and objectives. ● Anticipate the needs of the organization regarding developments in the areas of local engagement in humanitarian affairs and prepare analyses, briefings, documents, and meetings as required. ● Attend various NGOs, United Nations (UN), and other meetings and provide authoritative information and views to formulate humanitarian policies and coordinate strategies on localization issues. ● Initiate and maintain strong working relationships with other Bureau contacts in order to promote local engagement and coordinate disaster response activities and serve as a skilled point of contact in the area of local engagement, partners, and civil society in humanitarian contexts to carryout and influence program policies. ● Represent the Division on specific humanitarian issues of concern with international organizations (IOs) and NGOs and convey demarche messages as needed. ● Advise USAID/BHA staff on issues regarding local capacity initiatives and the journey to self-reliance. ● Help create new local engagement and fellowship initiatives and monitor programs. ● Provide leadership for the identification, research, analysis, and development of recommendations on all issues and matters relating to humanitarian affairs and anticipate the need for such policy and program analysis. ● Work effectively as a team member with other members of the Division and G3PC. ● Build solid cross-functional relationships and assist with development of G3PC and HOP strategic plans and maintain internal and external BHA relationships. 6 | Page 720BHA21R00048 ● Sign up for and serve as needed on Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on RMTs will vary. ● Serve as the BHA after-hours duty officer on a rotational basis for approximately one week every six months. ● As needed, serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time. ● As needed, may serve on temporary detail within the office to meet operational needs during staff shortages. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities and will be directly related to the scope of work provided. SUPERVISORY RELATIONSHIP: The USPSC will take direction from and will report to the HOP Division Director or his/her designee. SUPERVISORY CONTROLS: Supervisor provides administrative directions in terms of broadly defined missions or functions. The USPSC independently plans, designs and carries out programs, projects, studies or other work. Results are considered authoritative and are normally accepted without significant change.
EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. Offerors who do not meet all of the education and experience factors are considered NOT qualified for the position.) Bachelor’s degree in any discipline. A bachelor’s degree with a concentration in the fields of (but not limited to) international relations, human rights, economics, public health, disaster management, public policy or a related field is highly encouraged. Must have a minimum of nine (9) years of experience working with local NGOs or civil society organizations in emergency 7 | Page 720BHA21R00048 relief and humanitarian assistance and on grant management, two (2) years of which were obtained overseas. OR Master’s degree in any discipline. A master’s degree with a concentration in the fields of (but not limited to) international relations, human rights, economics, public health, disaster management, public policy or a related field is highly encouraged. Must have a minimum of seven (7) years of experience working with local NGOs or civil society organizations in emergency relief and humanitarian assistance and on grant management, two (2) years of which were obtained overseas.

BASIS OF RATING: Offerors who meet the Education/Experience requirements and Selection Factors will be further evaluated in accordance with the Offeror Rating System. Those offerors determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks. Offerors are required to address each factor of the Offeror Rating System in their resume, describing specifically and accurately what experience, training, education and/or awards they have received as it pertains to each factor.
