Program Manager (2 Positions), Yemen – Sada’a, Yemen-Ibb

The Role

key responsibilities

Management:

  • Manage field office in Ibb/Sadah following Oxfam protocols. Provide overall strategic and operational leadership in quality implementation of programme in Ibb/Sadah.
  • Maintain and frequently update analysis of humanitarian and development situation in area of operation and use this analysis to inform interventions, and keep senior management advised of opportunities and constraints.
  • Ensure partnership management as per Oxfam’s partnership policy and protocols. Provide leadership, direction, coaching, support and guidance to the staff (once hired) in field offices where appropriate (Oxfam prefers working through partner but direct implementation can also be considered depending upon the context). Responsibilities include but are not limited to writing job descriptions, interviewing and selecting staff, orientating new staff, training, developing individual operating and development plans with staff and performance planning process, coordinating with HPC-North for smooth implementation.
  • Ensure the systems of support and supervision are in place to create and maintain a healthy working environment that fosters employee engagement and inspired team performance.
  • In coordination with the Human Resource department, support human resources recruitment, orientation, development and retention.
  • Closely observe staff performance/team spirit, provide appropriate feedback on a timely basis and take or recommend appropriate actions as necessary.
  • Ensure that emergency preparedness plans are in placed and reviewed regularly.

Program Quality:

  • Develop Area/response strategy with clear plan of scale up.
  • Ensure program implementation plans are in accordance with OXFAM Yemen strategic priorities and being implemented accordingly to programming principles.
  • Ensure coherence of program initiatives in the assigned geography.
  • Provide oversight and sign off on program plans and projects that are implemented in the assigned geography.
  • Ensure fundraising through strong proposals from an array of donors.
  • Ensuring quality narrative reporting (monthly, quarterly, midterm and annul/final) for donors and financial accounting as appropriate.
  • Ensuring that the programme is implemented in a consultative, participative and gender sensitive way.
  • When appropriate, coordinate and manage new proposals writing for the scale-up of the response.
  • Ensure a high quality, multi-sectoral approach, aiming at reaching Sphere standards, with a strong focus on quality and accountability

Representation, Liaising and Communications:

  • Establish and maintain strong relationships with government officials, community representatives, counterpart organizations, the NGO community in general and Oxfam partners in particular in the defined geographical area and other areas as appropriate.
  • Representing Oxfam to government officials, UN agencies and other NGO staff at field level as appropriate
  • Ensure Oxfam is represented in the various forums held in their area and other locations as appropriate.
  • Represent Oxfam to donors and others in coordination with senior staff.
  • Ensure field activities and initiatives are communicated to a broad audience by working with the media and information department to develop and disseminate appropriate information internally and externally.
  • Provide leadership to ensure that communication flows vertically and horizontally.
  • Represent Oxfam at field level coordination forums and with local stakeholders including government (and de-facto) authorities and civil society leaders.

Accountability:

  • Ensure Oxfam’s accountability framework is fully understood and implemented by staff and partners, with procedures in place to ensure accountability to communities, partners, staff and donors.
  • Oversee relationships with partners, ensuring mutually beneficial and equitable relationships and mechanisms.
  • Ensure that Oxfam’s resources are managed with the highest level of quality stewardship, including implementing and monitoring finance and administration systems and procedures as they apply to the field office and developing a system of checks and balances to ensure timely, appropriate finance and administration procedures.
  • Safeguard Oxfam’s assets in the field office by ensuring finance and administration policies and procedures are fully implemented, documented and filed; propose amendments and changes when necessary, and make sure that the office operates efficiently and effectively.
  • Ensure Oxfam’s safety and security procedures are implemented in the field office working in close cooperation with the Safety and Security team.
  • Review and provide advice to staff on sub-granting management in relation to administrative and finance issues.

Management of Safety and Security and conflict sensitivity at the field level:

  • In coordination with the Safety and security department, ensures that security management and preparedness plans are in place and regularly updated and being followed at the field level.
  • In collaboration with the Field Office S&S Officer and the CO S&S team, ensure that Oxfam’s safety and security Standard Operating Procedures (SOPs) are implemented in the Field level.
  • Ensure all program staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behaviour.
  • Responsible for promoting Oxfam’s acceptance and security and safety awareness for all staff in the area.
  • Ensures that OXFAM is operating in a conflict sensitive manner.

What we are looking for

Skills, experience and knowledge

Essential:

  • Masters in humanitarian/ development studies, or business administration, management or the social sciences.
  • 7 years’ experience of emergency and development work, and an understanding of relevant issues with at least 4 years international experience.
  • A proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the programme. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.
  • Proven ability to work creatively, innovatively and effectively with limited direct supervision.
  • Proven experience as a team worker and demonstrably co-operative with members of other teams.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
  • Commitment to humanitarian principles and action.

 

Thinking and understanding:

  • Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs/partners or communities in the following sectors: livelihoods; water and sanitation; health / disability / gender and of how this may link to Oxfam’s objectives within the programme and in the region, as well as in the use of impact assessment to inform programme development choices.
  • Proven analytical skills and ability to think strategically for programme design and to implement the approach.
  • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB’s work.
  • Sympathy with the aims and objectives of Oxfam.

 

Working effectively with others:

  • High level interpersonal and communications skills.
  • Fluency in spoken and written English.
  • Ability to influence and liaise effectively with key stakeholders.

 

Leading others:

  • Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change.
  • Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.
  • Ability to create the environment to enable others to achieve their objectives and to be able to develop their skills and abilities.

Desirable:

  • Knowledge of Yemen context in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region – desirable. Arabic language skills will be a plus.

  • Ability to travel to remote areas in the project and across the Programme
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work
