Grants manager | Germany | 2021

Chemonics seeks a grants manager to be based in Berlin, Germany for the anticipated U.S. State Department-funded Supporting Education in Syria project. The project will seek to support and develop the capacity of the local education providers, education oversight bodies, and civil society organizations to more effectively manage education; develop innovative approaches to ensure students are recognized for their learning gains; provide teacher training to ensure quality and grade-appropriate education is provided in classrooms; support light refurbishments of damaged schools; and provide psychosocial support and training to children, teachers, and community members to address trauma. The grants manager will provide management oversight of all grant implementation activities, including:

  • Oversee and manage the implementation of grants in compliance with established procedures
  • Work closely with the Operations and Grants Director to determine grantee awards
  • Organize and track activity documentation and ensure grants and subcontract compliance with U.S. State Department rules and regulations
  • Build capacity of grantees and local subcontractors, including local government education entities in Raqqah, Deir Ezzor, and Hassakeh governorates in Syria
  • Build strong relationships with project counterparts and partners
  • Monitor grant disbursements to ensure adherence to budget and obligations
  • Provide direct guidance to grantees on compliance and proper reporting

Qualifications:

  • High school diploma required; university degree preferred
  • Minimum of three years of increasingly responsible professional experience in grants management or relevant field
  • Familiarity with U.S. State Department grants, subcontracts, memoranda of understanding, short-term technical assistance, and direct procurement of goods preferred
  • Demonstrated analytical ability and understanding of the cultural, local, and regional political context in Syria
  • Strong attention to detail and relationship-building experience to effectively engage with grantees and coordinate and manage all grant activities
  • Ability to communicate effective problem-solving approaches to challenges arising from capacity limitations and a fluid operating environment
  • Ability to work in a team and independently with minimal supervision
  • Demonstrated leadership, versatility, and integrity
  • Computer/software literate (Microsoft Office, SharePoint, etc.)
  • Fluency in English and Arabic required
