Description of Organization:  This position is located in the United States Agency for International Development (USAID), Bureau for Development, Democracy and Innovation (DDI).  DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work.  It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.  The organizational functions of the Bureau are described in ADS 101.

The position sits in the DDI Program Office’s Learning and Knowledge Management Team (DDI/PO/LKM).  DDI/PO/LKM provides high-quality, customer-focused Knowledge Management (KM), Monitoring, Evaluation, and Learning (MEL) and Policy, Risk, and Compliance (PRC) services to DDI and other USAID Operating Units.  The team ensures that DDI provides consistent, high-quality support and data to the Agency (Washington Regional and Pillar Bureaus and Missions).  This team provides technical support to key Agency systems [e.g.Development Information Solution (DIS), Consolidated Audit and Compliance System (CACS)] and the Agency Approach to Field Service (AAFS) and regularly disseminates updates to the DDI Bureau.  This team acts in the liaison role between PPL, Washington MEL working groups, M Bureau and DDI Hubs/Centers to capture and share best practices and tools, and coordinates and advises on many annual processes.

Description of Position:  The Knowledge Management Advisor will support Bureau-wide integration of practices that support knowledge capture and transfer, collaboration, learning and knowledge sharing, and adaptive management so that the knowledge and experience of DDI’s Centers, Hubs and Offices is shared and applied more intentionally and strategically by staff, partners, and other relevant stakeholders.  They will conduct knowledge management assessments to identify DDI’s operational needs to include but not limited to standardizing DDI’s file management system, capturing institutional knowledge, and adopting best practices to foster a learning environment.  They will create tools and training to support DDI staff in implementing new processes including advising on best practices for knowledge sharing activities including webinars and working groups.  They will collect data from a variety of sources and disseminate reports and updates to the DDI Bureau and external audiences.

Qualifications:

  • Must be a U.S. citizen.
  • You must have one year of specialized experience equivalent to the next lower grade level FSL-04 of this position.  Examples of specialized experience include:
    • Experience supporting knowledge capture and transfer, collaboration, learning and knowledge sharing, and adaptive management.
    • Experience providing technical assistance throughout the program cycle, helping teams in Washington and other OUs apply diagnostic tools to design projects and activities that address key drivers and obstacles to their progress in multiple technical areas. 
    • Experience generating, aggregating and disseminating information on current trends and best practices in  multiple technical areas and providing guidance on policy implementation, job aids and tools that clients can use to improve their work. 
  • Must be eligible to obtain and maintain a Secret security clearance.
