The Chief Protection Division reports to the Chief of Staff.
Responsibilities
Plans, directs and manages the work of the Protection Division, including developing a
realistic and achievable work-plan, staff supervision, budget and financial management;
provides strategic leadership and management support to professional staff working to
mainstream and integrate protection, disability and gender in all aspects of the Agency’s work
across the fields;
- Leads the reform of the Protection Function and oversees the development and
implementation of UNRWA’s protection strategy and associated operational plans, including
programmatic interventions and advocacy activities, and ensures that the strategies and plans
are regularly reviewed and updated, and their results monitored and evaluated; - Coordinates protection activities across the Agency and ensures the centrality of protection
in UNRWA services delivery through coordination with all stakeholders; - Works closely with UNRWA Programmes and other Departments to ensure protection
mainstreaming and alignment with minimum protection standards; - Develops and supports protection activities at the field level, specifically through providing
technical support and advice to protection teams in the field offices; - Develops and keeps under review protection policies, guidance, and procedures, ensuring
that these reflect best practice and complement UNRWA’s programmes; - Provides practical information and guidance to staff on the use of UNRWA’s protection
tools and methodologies, identifies protection training needs and coordinates with other UN
agencies and NGOs working on protection.

Education
Advanced university degree (Master’s or equivalent) from an accredited educational
institution in law, social or political science, international relations or related fields, with a
focus on international human rights, humanitarian law and/or refugee law.
Work Experience
At least ten years of progressively responsible and relevant experience.
At least five years at a senior international level in positions of significant responsibility in
country-wide protection operations.
A minimum of 2 continuous years of relevant international experience outside UNRWA, and
outside the country(s) of which the candidate is a national or holds citizenship, a passport or a
national identity number.
Familiarity with relevant organizations of the UN system (e.g. OHCHR, UNHCR, UNICEF
and OCHA) (desirable)
Familiarity with the work of non-UN organizations working in protection-related fields
(desirable)
Knowledge and understanding of the Palestine refugee situation and the political context of
the Middle East (desirable)
Languages
Excellent command of spoken and written English.
Working knowledge of Arabic.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.
Special Notice
Type of Contract and Duration: 2 years, with the possibility of further extension.
The duty station of the post is either HQ Amman or Jerusalem.
The Chief, Protection Division may be required to travel in the Agency’s areas of operation.
