Request for Quotation Consultancy: Program Strategy RFQ/JDFY/2021/021

NRC – Jordan office is seeking a consultant(s) with experience to conduct as assessment on Program Strategy. NRC- Jordan provides services in the following sectors: Shelter, Education, Youth, Basic Needs, Livelihoods and Information, Counselling, and Legal Assistance (ICLA).

1. Consultancy assignment background

The Norwegian Refugee Council (NRC) began operations in Jordan in 2012 and serves refugees in Zaatari and Azraq camps, as well as refugees and vulnerable Jordanians in governorates hosting a high proportion of refugees, namely: Mafraq, Irbid, Amman, Zarqa, Balqa, and to a lesser extent Jerash, Ajloun and Madaba. NRC Jordan’s programs fall into the following sectors: Education, Youth, Livelihoods, Information Counselling and Legal Assistance (ICLA) and Shelter. In the host community, NRC Jordan also serves vulnerable Jordanians through its programs either directly or through implementing partners. While NRC began its operations in Jordan in response to the Syria Crisis, in 2019, NRC Jordan adopted a ‘one refugee approach’ in recognition of refugee needs regardless of nationality.

March 15, 2021 marked the 10^th year of the Syria Crisis. The Government of Jordan (GOJ) continues to host more than 665,000 registered Syrian refugees, with the majority of Syrian refugees having arrived by the end of 2013.[1] Eighty-one percent of Syrian refugees reside in the host community, predominantly in the north and center of the country. As of December 2020, more than 38,000 Syrian refugees returned to Syria, the vast majority of which did so in 2019. The most recent intentions survey undertaken by UNHCR in March 2021 found the percentage of Syrian refugees not planning to return to Syria in the next year has increased from 78% in November 2018 to 94%.[2] GOJ also hosts an additional 90,000 registered refugees of other nationalities, not including Palestine refugees. Jordan has a long history of hosting refugees from neighboring countries and further afield, which informs viable durable solutions for Syrian and Non-Syrian refugees today.

2. Objectives and scope of work

Objectives

In January 2021, NRC entered the last year of its four-year strategy. NRC’s Head Office (HO) kicked-off the new strategy development process in July of 2020 with the commissioning of the Role and Identity Group and subsequent drafting of Ambition for 2030 (see Annex 1), which was endorsed by the Board of Directors in February of this year. With the key directions set by HO for the coming eight years, senior and technical staff from across NRC’s HO, Regional Offices and Country Offices embarked upon a process to set the objectives and sub-objectives for NRC’s four-year global strategy. The global strategy for 2022-25 will be finalized in May and approved by the Board of Directors in June. In July, NRC Country Offices will be provided with strategic planning instructions and templates to launch their country-based processes, which should conclude by November.

NRC Jordan is at a critical juncture in its program. While NRC has been implementing well defined humanitarian programming in Jordan for the past 8 years, the protracted nature of the refugee situation has required the organization to adapt and tailor its approach. To inform the strategic direction and planning process at the country level for the coming four years, NRC Jordan seeks out a consultant to carry out a formative assessment. The objective of the assignment is to provide guidance to NRC Jordan’s senior staff on the investment required to achieve the 2022 – 25 strategic objective and sub-objectives found in the table below.
