Competitive specialist/transaction advisor | Sri Lanka | 2021

Chemonics seeks a competitive procurement specialist/transaction advisor for the Sri Lanka Energy Project. This five-year program will support transforming Sri Lanka’s power sector into a market-based, secure, reliable, and sustainable system by mobilizing investments to deploy advanced technologies, increase flexibility and enhance competitiveness. This position will be based in Colombo, Sri Lanka. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities for the Competitive Procurement Specialist include:

  • Advises and works closely with chief of party, deputy chief of party/AE project finance and PSE lead in support of Objective 2 goals to assist Sri Lankan government, CSOs, and private sector in increasing development of Renewable Energy. Technical areas of responsibility include:
    • Power sector competitive tendering and contracting
    • Knowledge and experience in the design and execution of competitive procurements and reverse auctions that are open and transparent and meet international standards
    • Experience with renewable energy and energy efficiency project development and finance
    • Transaction advisory services for private power development
    • Partnerships and business models for utility-scale Renewable Energy projects
  • Reports to Deputy Chief of Party Alternative Energy Project Finance and Private Sector Engagement Lead

Qualifications:

  • Bachelor’s degree or equivalent in energy or environmental policy, engineering, business or public administration, economics, finance, or similar technical field; advanced degree preferred
  • Minimum five years of experience and understanding in one or more of the following areas: power sector competitive tendering and contracting; power sector project development; transaction advisory services for private power development; partnerships and business models for utility-scale RE projects
  • Experience working on USAID or other large donor-funded programs is strongly preferred
  • Ability to handle multiple tasks simultaneously and work within tight deadlines
  • Ability to convey results to non-technical stakeholders and strengthen results to improve programing
  • Strong oral and written communication skills
  • Strong interpersonal, analytical, and problem-solving skills
  • Demonstrated leadership, versatility, and integrity
  • Fluent in Sinhalese and English
