In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately.  Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

Under the supervision  of the Social Policy Specialist and general guidance of the Social Protection Consultative Committee (SPCC) chairperson, the Coordination and Technical Support Consultant provides professional technical assistance and support SPCC in a way that contributes to achieving the committee’s objectives and targets as specified in the SPCC Terms of Reference[1] and as per the tasks detailed in this document.

The key functions and duties are as per the following:

  • Absorb the committee’s terms of reference and its tasks and facilitate achievement them

  • Review the previous work of the committee and assist the committee in documenting them in preparation for combining them into a single document for the SPCC archive and possible publication.

  • Develop a work plan for the committee for the period of his/her consultancy, follow up on implementation, taking advantage of what was done from the committee’s work in this regard previously, especially with regard to building the capacity of the committee.

  • Ensure regularity and effectiveness of the work and meetings of the committee according in a way that enables achieving the committee’s goals and objectives.

  • Work with members of the committee in order to activate their role in the respective institutions they are representing. 

  • Enhance the coordination with international humanitarian actors and development partners active in the field of social protection, in a way that contributes to linking humanitarian and development nexus of social protection system in Yemen.

  • Support the creation of an information platform for the social protection sector in partnership with the committee members.

  • prepare periodic reports on the committee’s work (every three months).

  • Coordinate the committee monthly meetings, including preparation and sharing of the meeting agenda and minutes adequately and in timely manner, as well as following up with members to implement their assigned action points prior as per the deadlines agreed on minutes of meetings.

  • Provide support to the preparation of the ToR for the development of national social protection framework

  • Support and supervise the implementation of the SPCC’s capacity-building activities planned during his/her consultancy timeframe

To qualify as an advocate for every child you will have…

  • A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.

  • Minimum of five years of relevant professional work experience is required. 

  • Native Arabic speaker with professional fluency skills in English language
