Under the close supervision of the Monitoring Specialist, provide professional technical assistance and support for monitoring and knowledge management in support of the achievement of UNICEF’s organizational priorities and country programme goals and objectives.  Monitoring Officer (NOB) will be based in the Planning Monitoring and Evaluation section at Ankara office reporting to the Monitoring Specialist P3.

How can you make a difference?

Summary of key functions/accountabilities:

1. Programme Performance Monitoring

Provide technical support to ensure that the Country Office (CO) has quality evidence to assess progress towards expected results established in the Country Programme Document (CPD) results framework, Programme Strategy Notes, UN Sustainable Development Cooperation Framework, Programme Cooperation Agreements (PCAs) and work plans. 

2. Humanitarian Performance Monitoring

In humanitarian response situations, provide technical support to ensure that the Country Office has quality data to assess progress towards expected results and activities against plans for humanitarian response.

3. Knowledge Management

Coordinate the Knowledge Management agenda at the Turkey Country Office in line with the UNICEF corporate KM strategies. Ensure that the Country Office and national government and other partners rigorously document and validate good practices and lessons learnt for national, regional and international learning on child rights.

4. Integrated Monitoring, Evaluation & Research Plan (IMERP) 

Contribute to the quality assurance and compliance with ethical standards of research, studies, and surveys, so that the Country Office and national partners have access to the most relevant and reliable evidence, especially in light of the knowledge generation and sharing agenda as well as in light of the programme monitoring needs within the CPD results framework.

5. Situation Monitoring and Assessment 

Contribute to the timely and accurate measurement of change in the conditions of the most disadvantaged and excluded children in the country, facilitate knowledge generation and use as well as to enable programme monitoring especially at the outcome level.

6. Capacity Building on the monitoring and KM functions

Contribute to ensure that the monitoring and knowledge management capacities of CO staff and national partners are strengthened enabling them to increasingly engage in and lead programme monitoring processes and knowledge management initiatives:

To qualify as an advocate for every child you will have…

  • University degree in social sciences, development planning, planning, research, advanced statistical research.
  • Two years of relevant professional and field work experience in:
    • situational and programme performance monitoring
    • documentation, reporting and dissemination of data and research
    • quantitative and qualitative data analysis and visualization.
  • At least one instance of active exposure to emergency programming and monitoring, including preparedness planning.
  • Active involvement in a humanitarian crisis response programme.
  • Experience in capacity building and delivering organizational learning programs
  • Knowledge and experience of working on data management (such as SPSS, STATA etc.) and data visualization tools (such as Power BI, Tableau) will be an asset.
  • Fluency in English and Turkish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
