The Conflict, Stability and Security Fund (CSSF) team at the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Finance and CSSF Fund Officer, Grade – B3 (L).

 

Main Purpose of the job:

This is an opportunity to join British Embassy (BE) Amman as it implements its new country business plan. The UK is a leading and trusted adviser to Jordan, rallying and coordinating international donors in support of Jordan’s long-term stability.

This is an exciting time to join the Embassy as it implements its FY2021/22 UK-Jordan Country Plan.

Based in the Embassy’s Strategy and Development Unit, the post will work closely with the CSSF team to deliver its programmes in Jordan. The role’s finance and project support will enable the implementation of programmes totalling around £23m in FY2021/22.

The post requires commitment to work with others inside and outside the Embassy and the successful candidate will be confident working at pace and multi-tasking to respond to changing priorities.

Main Responsibilities:

CSSF Finance (25% of the role)

  • Professional management of portfolio finances, including: updating budgets and forecasts, receipting, paying invoices and ensuring the master finance spreadsheet is kept up-to-date by project leads so there is a current and accurate record of the portfolio finances.
  • Ownership of staff, office, travel & training budget lines.
  • Production of the quarterly board financial updates.
  • CSSF Jordan focal point for MENA finance; responsible for producing monthly returns and responding to any other financial return requests.
  • Investigating and solving problems, and providing technical financial advice, to Project Managers and Programme SROs.

Fund Management support (50% of the role)

  • Organising CSSF boards, taking notes and working closely with the CSSF Head of Programme to act as the CSSF board secretariat.
  • High quality administrative support to the CSSF Jordan programmes including annual reviews, procurements and project events and monitoring visits.
  • Logistical support to programme delivery with external partners e.g. liaising with the Jordanian authorities.
  • Two-way Arabic/English translation and interpretation, sometimes with senior Jordanian officials.
  • Responding flexibly and actively to evolving priorities and needs.

Policy and Communications support (around 25% of the role)

  • Support the internal and external communications and influencing plans for activity for relevant campaign goals (e.g. political and governance, security).
  • Support research evaluations and learning across programmes in line with Learning Plans led by the Monitoring & Evaluation (M&E) Adviser.
  • Support the M&E adviser to organise and attend project-related events in Amman, encouraging experience sharing between project partners, and staying abreast of research and developments in Jordan.

Resource Managed:

  • Approximately £23 million annual budget in FY2021/22.

Essential:

  • Excellent communication skills in English and Arabic (both verbal and written).
  • A minimum of a bachelor’s degree in a relevant field.
  • Experience of managing budgets, financial management and working with financial information.
  • Literacy in Microsoft Office packages, with working experience in Excel.
  • Candidates should be organised and able to work in a diverse, high-performing environment.
  • Proven ability to take responsibility for own work, with a track record as a team player.

Desirable:

  • Experience of two-way translating and interpreting between English and Arabic.
  • Experience of successfully supporting delivery of programmes/projects, ideally in an international context.
  • Strong interpersonal skills and an ability to build productive working relations with project managers, implementers and wider stakeholders.
  • A year or more experience in supporting project delivery, in particular on finance management.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances. The majority of the office has been working from home at least 50% during the COVID-19 crisis but this is subject to change depending on BE Amman policy.

Pay is on the Embassy B3 (L) scale, with a salary of JOD 1613 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This position is offered on a full time, permanent contract. The successful candidate will be subject to a 90-days probationary period. The selected candidate will have the right to live and work in Jordan.

We place a strong emphasis on learning and development.  You will be encouraged to undertake developmental training and get involved in corporate activities.  This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government.  You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of CSSF / PF programmes.
