GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical Department, Logistical Department and Projects & IT Office.

CONTEXT OF POST

MSF OCBA is continuously improving and developing the application of technology to its field operations in order to enhance the efficiency and effectiveness of MSF’s core mission. In this regard, the eHealth and Operations Applications Team (´Apps4OPS´) within the Application Unit in Projects & IT Office is looking for a technician to support with the development, configuration and deployment of solutions and their ongoing support, maintenance and improvements, once deployed.

PLACEMENT WITHIN THE ORGANISATIONAL CHART

The Technician will work within the Projects & IT Office, in the Apps4OPS Team, and s/he will be hierarchically accountable to the eHealth Manager.

In order to support and enhance information systems, and provide an easy access to reliable data for reporting and analysis, the Technician will work closely with:

  • Their team members in the Apps4OPS Team and eHealth team for the development of new systems and the maintenance of existing systems
  • Dedicated project teams for the requirements gathering, design, configuration, development and deployment of new systems
  • Relevant positions in Operations (field and headquarters), Medical and Logistical Departments during implementation and ongoing support of systems
  • Relevant positions within P&IT Office and other MSF operational directorates

RESPONSIBILITIES AND MAIN TASKS

· Maintain systems and applications under the responsibility of Apps4OPS Team (linked to OPS, LOG, MED operational departments)

· Update documentation related to applications (instructions, manuals, training modules)

· Provide technical support to users

· Maintain log of required repairs and maintenance initiatives for solutions

· Stay up-to-date on latest technologies and applications

· Design and optimize data models and standards, databases and information flow processes

· Perform integration of data and processes into new and existing applications

· Ensure compliance with MSF OCBA Information Security policies

· Ensure that application developments are applied consistently and logically across different environments (development, integration, production)

· Analyse risks before any intervention in production systems

· Execute system validation tests and procedures

· Work with external service providers if required

· Contribute to the sharing of knowledge in the areas of strength or under their responsibility to staff with different profiles (medical, logisticians…)

· Support training sessions and adoption interventions, including field visits, if required

· Stay up-to-date on other MSF movement technical solutions and contribute to mutualize efforts whenever possible

SELECTION CRITERIA

Education and experience

· Telecommunications or Software Engineer

· 3 years’ experience in a comparable position

· Experience in software development, testing and deployment, mobile data collection and change management

· Experience with cloud technologies

· Experience in providing technical support for a diverse, non-technical, geographically dispersed user community including remote assistance

· Availability for short trips to the field, according to project plans

· Excellent English and French required. Arabic/Spanish/Portuguese advantageous

· Knowledge of health data management, electronic medical record, hospital management systems very advantageous

· Excellent documenting and organisation skills

· Program Management experience in relation to software implementation is an asset

Technical Knowledge

· Experience on SW development: SQL, Javascript, (react, angular, bootstrap desired), HTML5, CSS

· Good command of eHealth (e.g. DHIS2) or Mobile Data Collection (e.g. KoBo, Solstice) Solutions

· Experience on administration of Windows/Linux Systems

· Experience on administration of systems based on Tomcat

· High command of Visual Basic for Applications (excel) is an asset

· Remote monitoring systems experience is an asset

· Good command of virtual machines and cloud services (e.g. AWS, Azure…) is an asset

· Experience in developing Android applications and other mobile solutions is an asset

CONDITIONS

· Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Buenos Aires, Amman, Dakar or Nairobi) with possible movements to the field or training unit areas

· Full-time job

· Permanent position: 3 years minimum commitment

· Annually gross salary: HQ-3A (divided in 12 monthly payments) plus secondary benefits based on MSF OCBA Reward Policy

· Practical working conditions while in the field are as per the MSF-OCBA guideline

· Starting date: immediately
