Background

You will support the C4D Humanitarian Specialist and the C4D Capacity Development Consultant to finalize the development of the central roster of short term C4D staff and consultants with expertise in various aspects/approaches of C4D in development and emergencies that can be ready for quick deployment.  This roster is a pre-cursor to a longer-term strategic vision for the development of effective mechanisms for C4D surge capacity.  Effective surge capacity is a critical pre-requisite for effective humanitarian action especially in activation of emergency response, as it ensures quality, accountability and more effective transitions and recovery.  Specifically, the C4D section wishes to expand the Roster to include candidates with the following:

  • Language skills and geographic diversity.
  • Experience in different humanitarian settings including disease outbreaks, disaster-affected areas, and areas affected by conflict.
  • Ability to deliver on the C4D Areas of Specialized Expertise, including community engagement, partnership and platform engagement, mainstreaming DRR and risk- informed programming relevant to communities, behavior and social change, etc.
  • Others as identified by the C4D NYHQ Section.

The Development and Emergency Rosters will be part of a larger effort to build a roster of C4D consultants for both development and humanitarian contexts.  Interviews for the current C4D rosters in Development and Emergencies are nearly completed; however, approximately 90 candidate interviews still require finalization. You will manage the finalization of both the development and the emergency roster while ensuring that it dovetails with the larger roster effort.  You will also support development of processes and systems that will help support both rosters.

Scope of Work:

      • Using an established Excel tool for interviews, finalize the remaining interviews with candidates for the rosters (approximately 90).
      • Continue working with external professionals to manage screening and evaluation of the applicants, managing bidding, evaluation and contracting with these professionals, and serve as primary point of contact between them and the C4D team.
      • Oversee external professionals in the development of additional screening procedures for short-listed candidates, which may include, for example, written tests, phone interviews, review of work samples, reference checks, etc.
      • Coordinate as needed between the external professionals and the C4D team to establish evaluation panels consisting of representatives from the external professionals and C4D staff to review credentials of short-listed candidates to be interviewed.
      • Based on the professional recommendations, categorize the approved candidates.
      • Contact the approved candidates and inform them of their status and next steps.
      • Liaise with the HR, TMS, and C4D teams to make the rosters available on demand to C4D and HR staff worldwide.  Finalise simple, user-friendly guidelines for country, regional, and HQ staff.
      • Document a process for keeping the rosters up-to-date and recommendations for adopting a “surge capacity” for C4D organizational commitments in humanitarian action.
      • Coordinate with C4D Regional Advisors to identify other C4D rosters at field level and provide recommendations for how to streamline roster processes across offices, and between field and HQ.

Recommend and develop standard operating procedures for improvement and maintenance of the individual consultant roster that can be done by C4D team members, including interns.

Set of SOPs created with recommendations and specific actions.

Contact a rapid audit of the LTA contracts to ensure alignment of awards across all categories.

Qualifications

  • Advanced University degree (Master or equivalent) in Business Administration, Human Resource Management, International Development, Communications/C4D
  • Five years of relevant professional work experience.
  • Both national and international work experience in procurement & contracting.
  • Experience in HR management, contracting or roster development is an asset.
  • Work experience in emergency duty station/ background in emergency programmes an asset.
  • In depth understanding of UNICEF policy and procedures an asset.
  • Familiarity with C4D processes an asset.

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
