The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

Australia is supporting Fiji’s health sector to respond to health challenges through the Facility’s Health Program. Its high-level objectives focus on:

Better curative and preventative health services (e.g. service quality, Non-communicable Diseases (NCDs), communicable diseases and maternal & newborn services), and

Strengthening health systems (e.g. planning, finance, workforce and information).

The funding for the program is approximately AUD20 million over 5 years to January 2022 and delivered through a range of activities (interventions) to achieve the program’s objectives where activity implementation modalities include technical advice, procurement of technical services and goods, capacity building and training support, support to Ministry led initiatives and innovations and grants to civil society organisations (CSOs).

Support to Fiji’s health sector is a key component of the Facility. The focus of the support is on strengthening health service delivery as well as health systems strengthening.

The Position

The Health Data Analyst (Primary Screening) is responsible for overseeing the data management for the Primary Screening Section that sits within the Research, Innovation, Data Analysis and Management Unit. The Section, formerly established in May 2019, oversees primary screening in Fiji under the direction of the Primary Screening Governance Group. The Section is responsible for analysing and reporting data to the Primary Screening Governance Group on coverage of national population based primary screening activities, progress against national targets, referral and treatment coverage. An annual screening report will be produced and disseminated once endorsed by the Permanent Secretary for Health. This position will ensure that all data relating to primary screening efforts are captured and reported. This includes existing Ministry of Health and Medical Services (MHMS) data recorded in Public Health Information System (PHIS) and Consolidated Monthly Report Information System (CMRIS) as well as sample data generated as part of the Facility supported primary screening digital demonstration project.

The Person

The ideal candidate will hold a degree qualification in relevant discipline, such as, social sciences, public health or health information management with a minimum of three years’ experience in health information management. They will demonstrate knowledge in public health approaches and methods, including reporting, monitoring and evaluation of activities. Central to this, the candidate will have the ability to handle data sets such as organising, analysing, interpreting and evaluating program data quality. Successful candidate must have strong understanding and knowledge of Microsoft Office and database management systems. Prior knowledge and experience in using basic statistical analysis and using statistical software, such as Epi Info is desirable.

Experience in working with Fiji government structures, policy and procedures is an added advantage.
